Mr. Nguyen Van Nghia was born in 1968, from Tam Duong district, Vinh Phuc province. Mr. Nghia has a Bachelor of Economics, major in Accounting and a high level of political theory.

Before working in the new position, Mr. Nghia had a long time working as Director of the Provincial Department of Agriculture and Rural Development Construction Investment Project Management, Director of the Dak Nong Provincial Department of Construction Investment Project Management.
