On the morning of March 7, the Hanoi People's Committee held a scientific workshop on promoting the highest economic growth in 2025 and striving to achieve double digits in the 2026-2030 period.

Dr. Nguyen Dinh Cung - former Director of the Central Institute for Economic Management - said that Hanoi 's gross regional domestic product (GRDP) has always been higher than the whole country, except for 2024, but has not yet surpassed it. Therefore, achieving 8.5% growth in the 2021-2023 period is a challenging and stressful target for Hanoi.
Mr. Cung recommended immediately removing legal obstacles for projects, releasing "stagnant" resources, creating products for society, contributing to increasing the city's economic growth rate.

Along with that, the city should restore and promote the industrialization of the city economy by building more high-tech industrial parks. Hanoi only attracts high-tech industry and green production; industrialization is associated with urbanization and vice versa; further breakthroughs in improving the business environment, focusing more on attracting high-quality foreign direct investment (FDI)...
Mr. Mac Quoc Anh - Vice Chairman and General Secretary of the Hanoi Association of Small and Medium Enterprises - commented: Hanoi still has limitations in economic growth such as low growth quality, depending more on investment capital than labor productivity. The rate of enterprises applying digital technology is still low, only about 30% of enterprises have implemented digital transformation. Not taking full advantage of opportunities from free trade agreements (FTAs). High logistics costs affect the competitiveness of enterprises. Notably, Mr. Quoc Anh said: The legal environment is not really open, administrative procedures are still barriers for many small and medium enterprises.

Mr. Quoc Anh said that Hanoi needs to invest heavily in the inland container depot (ICD) system and modern logistics centers to reduce transportation costs. At the same time, it needs to strongly reform administrative procedures and reduce compliance costs for businesses. It needs to invest heavily in infrastructure, especially the logistics system and high-tech industrial parks.
Regarding issues related to financial, tax and credit policies, Mr. Quoc Anh suggested that the city leaders establish a fund to support businesses in digital transformation. Along with that are policies to support businesses in accessing preferential loans to invest in technology.
