Petrolimex pioneers in implementing electronic invoices according to Decree 70 of the Government in petroleum business

From June 1, 2025 in Hanoi, the entire gas station system of the Vietnam National Petroleum Group (Petrolimex/stock code PLX) will officially issue electronic invoices according to Decree No. 70/2025/ND-CP of the Government. Accordingly, each electronic invoice for selling gas to non-business individuals issued at Petrolimex gas stations will be digitally signed and sent directly to the tax authority immediately after the transaction.

Decree No. 70/2025/ND-CP (Decree 70) was issued by the Government on March 20, 2025, amending and supplementing a number of provisions in Decree No. 123/2020/ND-CP dated October 19, 2020 of the Government (Decree 123) related to invoices and documents. Decree 70 with many new points aims to optimize the management of electronic invoices, increase transparency, especially in the field of petroleum business, and at the same time strictly perfect the invoice creation process of enterprises to meet state management requirements.

In the context of the whole country's determination to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, along with Resolution No. 03/NQ-CP of the Government on the Action Program to implement Resolution 57, Petrolimex has made efforts to prepare to be ready to implement Decree 70 as soon as it takes effect.

Based on the solution that was successfully implemented and highly appreciated when Petrolimex issued electronic invoices immediately after each sale according to Decree 123, the new solution has fully met the requirements of Decree 70, operating through the ERP-SAP enterprise management system and the EGAS retail management system automatically connecting to the AGAS system, ensuring accuracy, safety and transparency. Thanks to the integration of modern payment methods such as bank cards, e-wallets and QR codes, RFID... Petrolimex will bring convenience, speed and safety to customers.

Invoice management is also more convenient thanks to the direct lookup feature on the website hoadondientu.gdt.gov.vn or via mobile applications; supporting customers in creating management and accounting reports; simplifying tax declaration and payment procedures.

The implementation of Decree No. 70 from June 1, 2025 creates an important milestone in the digital transformation strategy, aiming to become the leading energy group in Vietnam, providing green, clean, high-quality and environmentally friendly products, based on 4.0 technology and comprehensive digital transformation, taking the lead in complying with the State's management requirements, affirming the consistent view of the Group's Board of Directors towards a transparent, public, law-abiding business management system and protecting the interests of customers.

Previously, Petrolimex was the first enterprise in the petroleum industry to successfully pilot the issuance of electronic invoices from January 1, 2018 according to Decree No. 51/2010/ND-CP of the Government regulating invoices for the sale of goods and provision of services; and was also the pioneer in issuing electronic invoices after each sale at stores nationwide on the basis of automatic technology solutions, ensuring transparency, accuracy and convenience according to Decree No. 123/2020/ND-CP dated October 19, 2020.
