On March 25, the National Assembly Standing Committee held a national conference to review the work of the People's Councils of provinces and centrally run cities in 2023 and deploy the work plan for 2024. The conference was broadcast live on National Assembly Television for voters and people to follow and monitor.
In his opening speech, Permanent Vice Chairman of the National Assembly Tran Thanh Man emphasized that the activities of the 15th National Assembly and the People's Councils for the 2021-2026 term have passed more than half way. The National Assembly and the National Assembly Standing Committee have made many innovations and proposed solutions to better perform the function of supervising and guiding the activities of the People's Councils; from perfecting the legal basis to strengthening the activities connecting the National Assembly, the National Assembly Standing Committee, the agencies of the National Assembly, the agencies under the National Assembly Standing Committee with the People's Councils of provinces and cities.
At the same time, the People's Council has also made many efforts, innovations and creativity in organizing the implementation of tasks; closely following the Party's guidelines and policies, the State's policies and laws; concretizing them into resolutions, mechanisms and policies, promptly meeting practical requirements in each locality; making important contributions to the implementation of socio-economic development, national defense, security and foreign affairs goals of each locality and the whole country.
According to the Standing Vice Chairman of the National Assembly, in addition to the achieved results, through monitoring practices and through reports of the People's Councils of provinces and cities, the activities of the People's Councils in some places still have limitations in the quality of meetings; there are no resolute, effective measures, timely and complete implementation of the contents of recommendations after supervision.
The synthesis and response to voters' opinions and recommendations in some localities is still slow; the direction of digital transformation and application of information technology has not ensured progress and has not met practical requirements; at times and in some places, the coordination between agencies is not really close; these are issues that need to be resolutely overcome.
2024 is an "acceleration" year, of great significance in implementing the goals of the Resolution of the 13th National Party Congress; Resolutions of Party Congresses at all levels; at the same time, starting to deploy preparations for Party Congresses at all levels, towards the 14th National Party Congress; preparing for the election of deputies to the 16th National Assembly and People's Council deputies for the 2026-2031 term.
Therefore, according to Mr. Tran Thanh Man, the entire political system must determine the spirit and actions as in the article of General Secretary Nguyen Phu Trong on the occasion of the 94th anniversary of the Party's founding, that is: in leadership, direction, administration, and organization of implementation, there must be high determination, great efforts, drastic, dynamic, creative, and positive actions... promptly remove bottlenecks and obstacles... promote democracy while maintaining discipline... implement good coordination in leadership, management, and administration; attach importance to quality and practical effectiveness; create breakthroughs for development.
The Standing Vice Chairman of the National Assembly asked the delegates to discuss frankly, responsibly, in a constructive spirit, especially to have practical proposals and recommendations, contributing to continuing to innovate, improve the capacity, effectiveness and efficiency of the People's Council's operations in 2024 and the 2021-2026 term.
