Review of "Project for developing Thanh Hoa Agricultural College to 2030, vision to 2045"

On the afternoon of June 12, the Thanh Hoa Union of Science and Technology Associations (hereinafter referred to as the Union) held a scientific workshop to review the "Project for developing Thanh Hoa Agricultural College to 2030, with a vision to 2045".

Chairman of the Thanh Hoa Union of Science and Technology Associations Nguyen Van Phat chaired the workshop. Attending the workshop were members of the Scientific Review Council; some managers and experts of the Union of Associations; and representatives of the Thanh Hoa College of Agriculture.

Based on the draft Project and related documents sent to the Association by Thanh Hoa Agricultural College as well as the opinions of the members of the Review Council and experts, the Association has developed a research report (introduction) to serve the review workshop.

Accordingly, the draft Project was developed by Thanh Hoa Agricultural College with a capacity of 31 pages (excluding appendixes), with a structure of 4 parts, including: Necessity, basis and scope of project development; current status of construction and development of Thanh Hoa Agricultural College in the period of 2017-2022; viewpoints, goals, tasks and main solutions for developing Thanh Hoa Agricultural College to 2030, with a vision to 2045; implementation organization.

At the workshop, the discussion opinions were basically in agreement with the necessity of issuing the Project. The Draft Project was assessed to have a clear, relatively reasonable layout and structure, balanced content between the parts; clearly identifying the current status of construction and development of Thanh Hoa College of Agriculture in the coming time.

However, the title, structure, and content of the draft Project need to be studied and edited to be closer to reality and convenient for implementation. Some contents are still sketchy, inconsistent, and contradictory.

Opinions suggest that it is necessary to clarify the contents related to the section names, structure, layout, and content presented in each part of the Project, emphasizing the following contents: Evaluation of the school's development process before and after the merger into Thanh Hoa College of Agriculture today; the position and role of Thanh Hoa College of Agriculture in training agricultural human resources, scientific research and agricultural technology transfer to serve the socio-economic development of Thanh Hoa province; assessment of the current school governance and management model to have a basis for development in the coming period. Clearly define the organizational structure, number of employees, structure of teachers, experts, vocational trainers and managers in vocational education that need to be achieved at two time points in 2023 and 2025. Identify specific goals, tasks and solutions for the school to serve as a basis for submitting to competent authorities for investment in school development...

The opinions, comments and assessments of the members of the Review Council are the basis for the unit to develop a project to edit, supplement the layout and complete the content to ensure scientificity and suitability with practical conditions for submission to the Provincial People's Committee for approval.
