Decentralization of education management: The problem of facilities and human resources

Still a shortage of teachers

According to Decree 143/2025/ND-CP and Circulars 09-15 of the Ministry of Education and Training (MOET), a series of state management tasks on education are decentralized from district to commune level.

Commune/ward level is now assigned to manage kindergartens, primary schools, secondary schools, community learning centers, conduct enrollment, review and approve educational development plans of schools...

Recently, the Department of Education and Training of Da Nang city had a working session in the communes of Thanh Binh, Tien Phuoc, Lanh Ngoc, Son Cam Ha. At the meeting, some difficulties were raised by the localities such as: lack of classrooms to organize teaching 2 sessions/day; OVERLOADING classrooms... have not been invested synchronously; teaching equipment is still lacking, some equipment such as computers, desks and chairs have degraded; the team of managers, teachers and staff at some schools is still lacking, not meeting the requirements of current educational innovation. This is also the common situation of many localities today.

An official in charge of commune-level education management in Duy Xuyen district (old) said that the district education department originally had 11 positions. However, when operating a two-level government, the district was divided into 4 communes including Duy Nghia, Thu Bon, Duy Xuyen, Nam Phuoc, and only 3 people were assigned to manage education for the above communes. The remaining people from the old education department are now retired according to the regime.

Mr. Nguyen Hong Lai, Secretary of the Tra Tan Commune Party Committee, said that the whole commune has 6 schools from kindergarten to secondary school with 58 classes. The total number of students in this age group is 1,491, the number of teachers and staff is 145 people. Notably, Tra Tan is a locality with 1,186 ethnic minority households out of a total of 1,503 households.

According to Mr. Lai, the locality is reviewing the needs of schools to continue to have a plan to focus on investing in facilities at primary and secondary boarding schools for ethnic minorities to ensure enough classrooms, boarding rooms, kitchens for students as well as the situation of teachers and staff in the area.

In Chien Dan commune, Mr. Thai Binh , Party Secretary, said that currently, the education management staff at the Department of Social Culture has met the requirement of 2 positions. However, the locality is facing a shortage of 7 teachers at all levels in the 2025-2026 school year. Similarly, in Avuong commune, there is currently a shortage of 12 teachers; Duy Nghia commune needs 26 teachers for all levels...

Prioritize resource allocation

Before the merger, the People's Council of Da Nang City (old) issued Resolution 41/2025 to recruit 584 additional labor contracts signed under Decree 111/2022 of the Government to arrange additional teachers at education and training units under the People's Committees of 15 communes and wards.

Meanwhile, in Quang Nam (old), from 2019 to April 2025, the average rate of civil servants passing the recruitment exams in mountainous districts was only about 50%. Some cases were passed but did not come to work. Some civil servants have families living far away, so their thinking is not stable and they want to reunite with their families.

Quang Nam Province (old) has implemented attraction allowances according to the provisions of Decree No. 76/2019/NDCP, but applied to the actual working time in areas with particularly difficult socio-economic conditions of no more than 5 years (60 months), so it is difficult to retain civil servants whose attraction allowance period has expired.

A representative of the Department of Education and Training said that the current shortage of teachers is concentrated in some schools in mountainous areas. In these localities, there is often a paradox that the more exams are organized, the more shortages there are because a number of teachers in the payroll who take the exam for civil servants return to the plains.

Before merging administrative boundaries, Quang Nam developed a support project for teachers and civil servants working in mountainous areas in the period of 2025 - 2026. According to the draft resolution, Quang Nam province plans to provide initial support for teachers when they start work and monthly living support.

If implemented, this attraction policy will partly solve the problem of teacher shortage, help schools in disadvantaged areas stabilize their staff, and improve teaching quality.

The Department of Education and Training has recommended that the City People's Committee review, inherit and effectively implement important resolutions passed by the People's Councils of Quang Nam province and Da Nang city (old). In particular, it is proposed to prioritize the allocation of resources to soon implement projects to improve the quality of teaching and learning, ensuring fairness between localities in the process of merger and synchronous development later.

From January 1, 2026, the Law on Teachers officially took effect, assigning the responsibility of recruiting and using teachers to the Department of Education and Training. While according to the Law on Organization of Local Government, this task belongs to the Commune People's Committee.

Localities believe that the Central Government should soon have specific instructions for the period from now until December 31, 2025, to avoid gaps affecting teaching and school management.
