Labor market - Supply does not meet demand.

Tinh Loi Garment Co., Ltd. is currently seeking to recruit 2,000 garment workers to work at its two factories in Lai Vu Industrial Park and Nam Sach Industrial Park.

At this time, most businesses are ramping up production to meet order deadlines and complete their annual plans. Consequently, the demand for labor is high. However, the labor market is experiencing a supply shortage, causing many businesses to face difficulties in recruitment.

Recruitment demand has increased sharply.

The end of the third quarter and the beginning of the fourth quarter each year is the peak production and business period for enterprises. In many industrial zones in the city and neighboring provinces, the demand for labor recruitment is increasing significantly.

JCV Co., Ltd. in Trang Due Industrial Park currently employs over 1,000 workers on its artificial nail production lines serving the beauty industry. To meet the deadline for large year-end orders, the company needs to recruit approximately 300 additional general laborers. The basic salary is nearly 6 million VND per month, plus allowances of 1-2 million VND, seniority allowance, production bonuses, free meals, and social insurance contributions from the probationary period. However, after nearly a week of advertising, the number of applicants has been quite low.

Meanwhile, at the VSIP Industrial Park, Maple Co., Ltd. is looking to recruit approximately 600 additional workers to fulfill year-end orders. Despite promising a modern working environment, average monthly income of 8-20 million VND, and full benefits, the recruitment results have not met expectations.

Similarly, Tinh Loi Garment Co., Ltd. needs to recruit 2,000 garment workers for its two factories in Lai Vu Industrial Park and Nam Sach Industrial Park. According to Mr. Pham Dinh Hoa, Chairman of the company's Trade Union, the company regularly recruits new personnel with many attractive policies such as: special bonuses for highly skilled workers; productivity support, fuel allowance, housing allowance, and allowances for women raising young children… However, the labor supply still does not meet the demand.

According to Mr. Ho Hai, Deputy Director of the Hai Phong Employment Service Center, businesses continuously need to recruit new and additional workers, especially in the last months of the year, when this demand increases even more. In particular, businesses in the garment, footwear, and electronics component sectors are in need of a large number of unskilled laborers.

At the regular job fair in August 2025, 15 businesses registered to recruit nearly 4,000 workers. Some companies had high recruitment needs, such as Regina Miracle International Vietnam Co., Ltd. needing 1,800 sewing and quality control workers, Jasan Vietnam needing 710 workers, and Maple Company needing to add 600 workers... However, many businesses have not yet recruited enough to meet their needs.

Strengthening supply-demand connections through multiple channels.

Despite high and dynamic recruitment demand, the reality is that the labor market is still unable to keep up. In response to this situation, many businesses are proactively diversifying their recruitment channels to reach potential candidates.

At JCV Co., Ltd., in addition to participating in job fairs organized by authorities, the company also posts job openings through its official website and fanpage. As a result, approximately 100 people apply or interact online each day. Makalot Garment Co., Ltd. also recruits through multiple channels, such as social media, websites, collaborations with schools, job fairs, distributing flyers, posting notices at dormitories, and even visiting remote areas to introduce job opportunities. “From now until the end of the year, the number of orders is very large. The company currently has over 6,000 employees and needs to recruit more for many positions. Each employee will receive a bonus of 2-7 million VND upon joining, with an average income of 9-15 million VND per month, and support for raising young children. These policies both attract and retain employees long-term,” said Kevin Lee, Deputy General Director of Makalot Garment Vietnam Co., Ltd.

Currently, the City Employment Service Center operates four reputable job information channels: the website vieclamhaiphong.net, vieclamhaiduong.vn, the fanpage “Jobs in Hai Duong ” and “Hai Phong Employment Service Center”. In addition, the center connects through other social media platforms such as Zalo, YouTube, and TikTok. These platforms help job seekers easily access recruitment information and submit applications quickly, saving time and costs.

At the center's job fairs, businesses advertise a wide variety of positions, such as: garment workers, plastic and electronic component production workers, sales and marketing staff, technicians, craftspeople, drivers, etc. This creates opportunities for workers, including people with disabilities, to find jobs that match their abilities and aspirations.

Mr. Ho Hai, Deputy Director of the Hai Phong Employment Service Center, added that the labor market will continue to be vibrant from now until the end of the year. Many sectors tend to have higher recruitment trends, especially for unskilled labor, seasonal workers, and part-time workers to meet the production needs for Tet (Lunar New Year).

To meet recruitment needs and connect businesses and workers, the center will continue to expand its networking methods in the future, such as online job exchanges, online job fairs, and the development of additional social media platforms. Simultaneously, it will strengthen cooperation with schools to access a pool of young, high-quality workers.

From the beginning of the year until August 2025, the city organized nearly 50 job fairs, attracting more than 600 participating businesses with a total recruitment demand of nearly 138,000 workers. However, the number of workers supplied only reached about 85,000, equivalent to 62% of the demand.
