
Minister of Home Affairs Do Thanh Binh has just issued a document responding to the petition from voters in Hung Yen province submitted before the 10th session regarding policies on salaries and allowances for officials, civil servants, and public employees.
Accordingly, voters in Hung Yen province requested consideration and promulgation of appropriate salary and allowance policies for officials, civil servants, and public employees after the merger, due to the increased workload and increasingly demanding job requirements. Voters also suggested the need for a roadmap and appropriate policies for each subsequent stage.
In response to this, the official document states that, in fulfilling the tasks assigned by the Politburo in Conclusion No. 174-KL/TW dated July 4, 2025, Conclusion No. 186-KL/TW dated August 29, 2025, and Conclusion No. 206-KL/TW dated November 10, 2025, the Ministry of Interior is coordinating with relevant ministries and agencies to research and propose salary policies and adjustments to some related allowance regimes for cadres, civil servants, public employees, armed forces personnel, and workers after the reorganization of the organizational structure and the two-level local government.
In the immediate future, to improve the living standards of officials, civil servants, and employees, the Ministry of Interior, in coordination with the Ministry of Finance and other relevant ministries and agencies, will continue to report to the competent authorities for consideration and decision on increasing the basic salary level in 2026.
The increase in the basic salary must be consistent with the consumer price index, economic growth rate, and the capacity of the state budget.
Previously, in Resolution No. 10 of the National Assembly session, the Government was requested to direct the adjustment of several types of allowances, basic salary levels, pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious individuals, social allowances, and social retirement allowances in accordance with Conclusion 206 of the Politburo.
One of the key tasks of the Ministry of Interior in November 2025 was to submit to the Politburo a proposal on the salary and allowance regime (position, region, special) for officials, civil servants, and public employees after the reorganization of the organizational structure and the implementation of the two-tiered local government model.
Regarding salaries, the amended Civil Servant Law, recently passed by the National Assembly and effective from July 1, 2026, also stipulates a salary payment mechanism based on job position. Accordingly, the salary mechanism, which was primarily based on rank, grade, and seniority, will shift to a mechanism linked to job position, results, and work efficiency.
