Strive for 85% of public services to be processed online by 2025

Recently, the Ministry of Information and Communications has surveyed and evaluated the quality of public service provision from the perspective of user experience of the Public Service Portals of 20 ministries, branches and 63 provinces and centrally-run cities.

The set of criteria for assessing the quality of public service provision was developed by the Ministry of Information and Communications based on references, updates, and synchronization with the latest legal corridor as of March 2023.

According to the survey results of the Ministry of Information and Communications, up to now, the rate of meeting the requirements according to Instruction No. 1552/BTTTT-THH of the Ministry of Information and Communications on technical guidance for implementing Project 06 (version 1.0) for ministries, branches and localities has only reached 20.48%.

In particular, the group of digital signature functions of organizations and individuals; the function of electronic data management warehouse of organizations and individuals; requirements on network safety and security for the public service portal system of ministries, branches and localities connecting to the National database on population... have not been supplemented and fully and synchronously implemented.

Based on the results of the survey, monitoring and measurement, the Ministry of Information and Communications has compiled 10 groups of issues and 20 specific tasks and solutions to handle technical difficulties in implementing Project 06.

In particular, ministries, branches and localities review and select qualified administrative procedures, ensuring the implementation of online public services in full and in part in accordance with the process.

By July 2023, the People's Committees of provinces and cities must ensure that at least 80% of administrative procedures are provided in the form of online public services; at least 80% of online public services are provided in the form of full-process online public services.

The Ministry of Information and Communications requests ministries, branches and localities that have not met the technical conditions to urgently implement the implementation, thereby contributing to improving the quality of providing public services.

Speaking at the conference, Mr. Nguyen Manh Hung, Minister of Information and Communications, said that it is time to fundamentally change public services. First is to change awareness and approach to create change.

In which, the entire process is online, people do the procedures right at home without having to go to the State agency. The quality of public services is simplicity, speed, neatness, and convenience. The end result is that the majority of people use public services.

The goal by 2025 is for the whole country to strive for 85% of public service records to be fully processed. To achieve this goal, the Minister of Information and Communications requested ministries, branches and localities to urgently complete hardware and software upgrades, and closely follow 25 public service records for implementation.

Ministries, sectors and localities continue to simplify administrative procedures in digital space, and make one-time declarations. The Ministry of Information and Communications will act as the focal point to support and handle technical issues.
