Attending the meeting were leaders of provincial departments and branches; leaders of People's Committees of districts, towns and cities.

According to the report of the Department of Finance, the total investment capital of national target programs in 2025 is more than 831 billion VND, including capital extended to 2025 of more than 132 billion VND and capital assigned in 2025 of nearly 700 billion VND.
In 2025, the province plans to start construction of 51 projects, of which 33 projects have been approved for investment and 18 projects have not been approved.

Up to now, the Provincial People's Committee has allocated 100% of the capital to agencies, units and district-level People's Committees in accordance with regulations. The district-level People's Committee has allocated more than 600 billion VND in detail, reaching 86% of the assigned capital plan; more than 98 billion VND has not been allocated in detail, waiting for projects to complete investment approval.
The total disbursed capital to date is more than 132 billion VND, reaching 15.9% of the assigned plan. Some localities with good disbursement progress are Bao Yen (reaching 41.97% of the plan), Si Ma Cai (reaching 32% of the plan); meanwhile, Bat Xat district only reached 6.6% of the plan, Sa Pa town reached 5.02% of the plan.
To ensure implementation according to the Provincial People's Committee's request to disburse at least 60% of the capital assigned in 2025, equivalent to nearly 500 billion VND, the additional capital needed to be disbursed from May 10, 2025 to June 30, 2025 is more than 366 billion VND (extended capital is 61,347 billion VND, capital assigned in 2025 is 305,617 billion VND).

Speaking at the meeting, representatives of leaders of sectors and localities pointed out a number of difficulties and obstacles in disbursing capital for national target programs in the area, and committed to implementing the disbursement progress according to the direction of the Provincial People's Committee.

Concluding the meeting, Comrade Hoang Quoc Khanh, Permanent Vice Chairman of the Provincial People's Committee emphasized: There is not much time from now until the end of June, to achieve the disbursement target of 60%, besides political determination, there needs to be a specific and detailed plan.
The Standing Vice Chairman of the Provincial People's Committee requested units and localities to focus on directing the resolution of backlogs in completion procedures and basic construction payment documents to settle investment capital for completed investment projects, especially projects invested by communes.
The Department of Finance needs to review the overall mechanism and policies related to the national target program, assess the impacts arising after the commune merger, report and advise the province to make appropriate adjustments.
The standing agencies of national target programs regularly monitor the implementation situation in localities; according to their functions and tasks, urge the disbursement progress in localities, and report to the province to promptly remove difficulties and problems that arise.
Agencies, units and localities focus on and proactively implement tasks resolutely, synchronously and effectively, make detailed plans, commit to disbursing capital for each project and each capital source on a monthly basis; strive to disburse 100% of the capital plan to extend the implementation period and the capital assigned in 2025.
Regarding difficulties and problems within the authority of the district level and the units assigned with the budget, the Standing Vice Chairman of the Provincial People's Committee requested that the agencies, units and localities assigned with the budget be proactive and flexible in directing, managing and using the allocated budget.
