General Secretary To Lam thanked the Director of the World Heritage Center for visiting Vietnam, always accompanying and devoting much enthusiasm to the conservation and promotion of heritage in Vietnam.
The General Secretary highlighted UNESCO’s role as “the intellectual home of humanity”, promoting multilateralism, maintaining peace , security and promoting sustainable development in the world; thanked UNESCO for its support and cooperation for Vietnam over the past 50 years in post-war recovery, as well as in the current national construction and development.
72 UNESCO titles in all provinces and cities of Vietnam, including 8 world cultural and natural heritages, are highly regarded, becoming a significant resource for sustainable socio -economic development of localities, improving people's livelihoods, preserving and promoting cultural values, national heritage, contributing to human civilization.
The General Secretary affirmed that Vietnam has always been an active, trustworthy and supportive partner of UNESCO, continuing to make effective contributions as a member of key executive bodies, including the World Heritage Committee.

The General Secretary emphasized that Vietnam is making constant efforts to reach an era of strong and prosperous development of the nation, on the basis of combining economic and social development, environmental protection, cultural development, education, science, technology, innovation and digital transformation.
Culture is the endogenous strength, the spiritual foundation of society, the resource and driving force for sustainable national development. The national target program on cultural development for the period 2025-2035 is being implemented, contributing to unlocking resources for preserving and promoting the values of national cultural heritage, absorbing the quintessence of human culture, improving the cultural and spiritual life of the people, especially in remote areas; building Vietnamese people to develop comprehensively, promoting national identity in the new era.
The General Secretary emphasized that Vietnam will continue to integrate deeply into world politics, the global economy, and human civilization, and constantly strive to contribute more to maintaining peace, stability, and development in the region and the world. Accordingly, Vietnam is willing to share its experiences and successful lessons with other countries, and make active and responsible contributions to the mission and common work of UNESCO.
The General Secretary requested UNESCO, the World Heritage Center, especially the Director of the World Heritage Center, to continue to accompany and support Vietnam in spreading Vietnamese cultural values to the world, preserving and promoting world heritages in Vietnam. In particular, he requested continued support and advice so that the dossier on the restoration of Kinh Thien Palace and the main space of Kinh Thien Palace of the Thang Long Imperial Citadel World Heritage Site can be approved by UNESCO as soon as possible. The return of the thousands-year-old Hoang Dao axis and the reconstruction of Kinh Thien Palace - where people across the country can perform traditional rituals, reenact national history, arouse the strength of thousands of years of convergence and connect the community in the new era of the nation - is an important matter for Vietnam. The General Secretary also requested the World Heritage Center to support the construction of a dossier to nominate the Co Loa Relic Site as a world heritage site.
The General Secretary also proposed supporting the world heritage listing of the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac Monuments and Landscape Complex at the 47th Session of the World Heritage Committee (Paris, July 2025). This is the ancestral land of the Truc Lam Zen sect founded by Buddhist Emperor Tran Nhan Tong, demonstrating the great ideology of national unity, harmony between beliefs and religions, promoting the value of tolerance and love of peace in the human mind, which still holds true today; it has special importance in terms of spiritual, cultural and historical values for the Vietnamese people and the world.

For his part, Mr. Lazare expressed his great honor to pay his respects to General Secretary To Lam and was moved to return to Vietnam on the occasion of the 135th birthday anniversary of President Ho Chi Minh - National Liberation Hero, Outstanding Cultural Man. President Ho Chi Minh's ideology and legacy are a vivid embodiment of the aspiration for peace, dialogue and the spread of universal cultural values - fundamental ideals that UNESCO constantly cultivates and pursues.
Mr. Lazare conveyed the regards and congratulations of the UNESCO Director General to the General Secretary, highly appreciating the results of General Secretary To Lam's historic visit to UNESCO Headquarters, contributing to elevating the partnership, demonstrating strategic trust and shared vision between the two sides.
The Director of the World Heritage Center emphasized that Vietnam is an important, trustworthy, active strategic partner, making effective and substantial contributions to UNESCO cooperation; a model of cooperation between a member country and the organization; and a typical example in preserving and promoting heritage values. He said that Vietnam has many initiatives and cooperation models in managing, preserving and promoting world heritage values, which need to be widely shared with other member countries.
The Director of the World Heritage Center expressed his impression of Vietnam's dynamic development, as well as the Party's vision and wise leadership through major strategies and policies that Vietnam has implemented in recent times, associated with institutional reform, promoting education, culture, science and technology, innovation and digital transformation, which are key driving forces for the country's development. This is a solid foundation for Vietnam to continue to contribute responsibly to global efforts in preserving and spreading human cultural values.

Mr. Lazare highly appreciated Vietnam's long historical tradition and thousands of years of cultural depth, sharing the vision and strategic orientations set forth by General Secretary To Lam, especially in promoting the role of culture and heritage for sustainable socio-economic development.
He thanked and expressed support for the opinions of General Secretary To Lam, affirming that he would accompany, support and provide UNESCO's professional advice to Vietnam in the work of preserving and promoting world heritages. In his capacity as Director of the World Heritage Center, he pledged to make every effort to join Vietnam in managing, preserving and promoting 8 world heritage sites of Vietnam, especially the restoration of Kinh Thien Palace and the main space of Kinh Thien Palace of the world heritage site of Thang Long Imperial Citadel; and inscription of new world heritages in the near future, such as the Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac; Co Loa Citadel...
