Many shortcomings
Recently, the Inspectorate of the Department of Agriculture and Rural Development took samples of NPK 15-5-5+5S+TE fertilizer at Khoi Quyt Fertilizer Dealer, Pho An Commune (Duc Pho Town), produced and supplied by Nicotex Joint Stock Company ( Hanoi ). The analysis results of total nitrogen content (Nts) were only 13.4%, not in accordance with national technical regulations on fertilizer quality. It is worth mentioning that when the sample was tested, all 1,400kg of fertilizer had been consumed; and the owner of the trading establishment was only fined over 19.8 million VND for administrative violations.

Or the NPK 20-20-15 fertilizer sample taken at Tuyet Nhung store, Nguyen Nghiem ward (Duc Pho town), supplied by Binh Minh Production and Trading Company Limited ( Ho Chi Minh City). The analysis result of Nts content was only 17.2%, while the announced standard was 20%. When the results were available, this facility had already sold 50kg of fertilizer to the market and was only fined over 2.8 million VND for administrative violations.
The same situation is also encountered in quality control related to animal feed. The expiry date for animal feed is only about 2 months from the date of production, so when the sample results are available, the goods are also... expired! As for plant protection drugs, the situation of trading goods without origin or labeling not in accordance with regulations also often occurs. Recently, the Inspectorate of the Department of Agriculture and Rural Development discovered 800 bottles (100ml/bottle) of Bach Tuong pesticide at a shop in Tinh Chau commune (Quang Ngai city), produced by Vanotec Joint Stock Company (Da Nang city) with labels not in accordance with the regulations in Decree No. 43/2017/ND-CP dated April 14, 2017 of the Government. Along with the administrative fine of 3 million VND, the authorities forced the owner to return all 800 bottles of Bach Tuong pesticide to the production unit.
According to the Inspectorate of the Department of Agriculture and Rural Development, the biggest obstacle in checking the quality of agricultural materials is the long time for analyzing and testing samples, while the authorities cannot seal all shipments. Because if the goods are tested without violations, it will cause damage to shop owners and distributors during the sealing period waiting for inspection. Therefore, when the inspection results evaluate each indicator of poor quality fertilizers and pesticides, many goods have been sold to the market and reached many farmers.
Need to socialize sample analysis and testing
Not only specialized sectors, but also enterprises and fertilizer production facilities in the province have the need to analyze and test samples to carry out procedures related to the declaration of product quality of enterprises. However, in the province, there is no unit qualified for the Ministry of Agriculture and Rural Development to designate this content, so samples must be sent to the National Fertilizer Testing Center; Northern Center for Testing and Testing of Plant Protection Products (Hanoi City), leading to prolonged time and increased costs. Therefore, enterprises and fertilizer production and trading establishments have proposed that competent agencies allow and encourage the socialization of testing and analysis of fertilizer and plant protection product samples. Thereby, shortening the time for sample analysis, creating competition and self-responsibility among establishments.
In addition, the functional sector needs to strengthen inspections and surprise checks to promptly detect and strictly handle establishments producing and trading in agricultural materials that violate the law. Head of the provincial Department of Crop Production and Plant Protection (Department of Agriculture and Rural Development) Pham Ba said that the use of fake and poor quality fertilizers and pesticides not only directly affects the productivity and quality of crops, causing damage to farmers but also pollutes the environment, especially greatly affecting land and water resources due to toxic substances and heavy metals contained in fertilizers. Therefore, in parallel with the efforts of the functional forces, farmers need to choose to buy fertilizers, pesticides and agricultural materials at reputable and branded enterprises, stores and production and trading agents.
