Promoting all potentials and advantages for Nghe An and Da Nang to develop quickly and sustainably
Regarding the draft Resolution amending and supplementing Resolution No. 119 of the National Assembly on piloting the organization of urban government models and a number of specific mechanisms and policies for the development of Da Nang city, Minister Nguyen Chi Dung said that the draft consists of 3 chapters and 18 articles. The specific policies for the development of Da Nang city proposed to be piloted (21 policies). Article 15 of the draft on salary and income policies stipulates that the city implements a mechanism to create sources for salary reform according to regulations. After the city budget ensures sources for salary reform and social security policies for the entire period of budget stabilization according to regulations of competent authorities, the City People's Council decides to arrange the city budget to spend additional income for cadres, civil servants and public employees managed by the city according to work efficiency. This level of expenditure is in addition to the implementation of additional income expenditure according to the provisions of current law on financial autonomy mechanism for administrative agencies and public service units with a level not exceeding 0.8 times the basic salary fund of cadres, civil servants and public employees under the scope of management. Article 14 of the draft stipulates personal income tax exemption for a period of 5 years for income from salaries and wages of experts, scientists , talented people, individuals engaged in innovative start-up activities, activities in the fields of design, production, packaging, testing of semiconductor microchips, artificial intelligence...
