Promoting the strength of national unity, building a prosperous and happy country

Faced with the increasingly high demands of the cause of national construction and defense, striving to turn our country into a developed, high-income country by 2045, it is necessary to promote and develop the tradition and strength of great national unity, contributing to building our country to be increasingly prosperous and happy.

The 8th Conference of the 13th Party Central Committee has just issued Resolution No. 43-NQ/TW (Resolution 43) on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy.

Resolution 43 clearly affirms the viewpoint: Great national unity is a precious tradition, an important and consistent strategic line of the Party; a great source of strength, a decisive factor for the victory of the cause of building and defending the Fatherland. The solid foundation of great national unity is the alliance between the working class, the peasantry and the intelligentsia led by the Party; the strong relationship between the Party and the People, the People's trust in the Party, the State and the regime; solidarity within the Party, solidarity between social strata, between the community of Vietnamese ethnic groups, between religious and non-religious people, between followers of different religions, between Vietnamese people at home and abroad; solidarity between the Vietnamese people and peace-loving and progressive people in the world. With the goal of building a prosperous and happy Vietnam; become a developed country with high income by 2045 as a point of similarity to encourage and motivate the people to unite and join hands to realize the future of the nation and the happiness of the people. Great national unity must be associated with promoting socialist democracy, respecting, ensuring and protecting human rights, civil rights, and the people's right to mastery in all areas of social life. Well resolving the legitimate and legal rights and interests, improving the people's lives; ensuring fairness and equality between ethnic groups, social classes and each person in accessing opportunities, contributing to the country and enjoying the fruits of development. Great unity is the cause of all people, the responsibility of the Party and the entire political system. Unity within the Party is the nucleus, the solid foundation for building unity in the political system, great national unity and international unity. The Vietnam Fatherland Front and socio-political organizations play a core political role in gathering, uniting, and strongly promoting all resources, potentials, and creativity of the People for the cause of national construction and defense.

Tasks, solutions

From the viewpoint and objectives, Resolution 43 identifies the tasks and solutions to be implemented throughout the entire political system as follows: Continuously raise awareness and responsibility of Party committees, Party organizations, the political system and the People about the position and importance of promoting the tradition and strength of great national unity. Continue to study, learn and thoroughly grasp Ho Chi Minh's thought on great national unity; on the position and importance of promoting the tradition and strength of great national unity in the new period; create strong changes in the awareness and responsibility of Party committees, Party organizations and the political system, of cadres, Party members, civil servants and public employees; cadres and soldiers of the armed forces and the People about consolidating, strengthening and promoting the tradition and strength of great national unity in the cause of innovation, building and defending the Fatherland. Focus on building solidarity and unity within the Party, the political system and among the People. Raise vigilance, proactively identify, detect early, from afar, prevent, fight, and promptly handle plots, tricks, and actions that divide the Party, the State, and the People, and sabotage the great national unity bloc. Along with that, it is necessary to perfect policies and guidelines on great national unity, arouse the will and aspiration to develop the country, thereby continuing to perfect policies and guidelines on promoting the tradition and strength of great national unity in the new period; promote the role of social strata; arouse all potentials and creativity of each Vietnamese person to contribute to building a prosperous and happy country. Promote theoretical research, summarize practices to clarify the differentiation and transformation of social strata in the process of development, perfect the socialist-oriented market economy and deep international integration; the core content of the alliance between the working class, the peasantry, and the intelligentsia in the new period. Develop and implement the Strategy for Great National Unity to 2030, with a vision to 2045. At the same time, build and rectify a clean and strong Party; strengthen solidarity within the Party, maintain the Party's core leadership role in building and promoting the tradition and strength of great national unity. Step up the fight against corruption and negativity; prevent, repel, and strictly handle cadres and party members who have degraded political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation"; strictly implement the exemplary responsibility of cadres and party members, especially heads of Party committees, Party organizations and authorities at all levels; consolidate and strengthen people's trust in the Party's leadership, and tighten the close relationship between the Party and the people. Build a contingent of cadres and party members, especially strategic-level cadres and leaders with sufficient qualities, capacity and prestige, equal to the task. Strengthening solidarity and unity within the Party as a solid foundation for building solidarity within the political system and the great national solidarity bloc; maintaining the Party's core leadership role in preserving and promoting the tradition and strength of great national solidarity. Continuing to perfect and concretize the mechanism of "Party leadership, State management, People mastery" associated with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". Enhancing the role, effectiveness and efficiency of the State's operations in promoting the tradition and strength of great national solidarity. Accordingly, continuing to build and perfect the Vietnamese socialist rule-of-law State of the people, by the people and for the people under the leadership of the Party. Building, perfecting and organizing the effective implementation of mechanisms and policies to arouse the potential, creativity and promote the spirit of dedication to the country of Vietnamese people at home and abroad. Innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations; promote mass mobilization and mobilize all resources for national development. Do a good job of honoring and rewarding outstanding and typical organizations and individuals; actively discover, foster and replicate good models and good practices.

Perfecting institutions, mechanisms and policies on emulation and rewards; creating a unified and synchronous legal basis to strongly promote patriotic emulation campaigns and movements, contributing to socio-economic development, improving the material and spiritual life of the people...

The goal of Resolution 43 is to continue promoting the tradition and strength of national solidarity, strengthening social consensus, strongly arousing patriotism, national self-reliance, belief, aspiration to contribute and build an increasingly prosperous and happy country; contributing to the successful implementation of the goal that by 2030 Vietnam will be a developing country with modern industry and high average income, and by 2045 it will become a developed country with high income following the socialist orientation.
