The Provincial Party Committee of the Provincial Agencies and Enterprises Bloc has closely coordinated with provincial mass organizations and the Provincial Business Association in reviewing non-state enterprises that are qualified to establish party and mass organizations. At the same time, it has focused on propagating and persuading non-state enterprise owners to pay attention to establishing the Youth Union and Veterans Association, thereby creating emulation movements and an environment to discover and nurture outstanding masses for the Party. Currently, the Provincial Party Committee of the Provincial Agencies and Enterprises Bloc has 10 grassroots youth organizations with 296 members and 6 grassroots Veterans Association organizations with 71 members in non-state enterprises.

The Party Committee of the Bloc develops a plan to inspect and supervise the implementation of exemplary regulations and regulations on Party cell activities of heads of Party committees in non-state enterprises.

In recent years, the Party Committee of An Hoa Paper Joint Stock Company has made many innovations in Party development work at the unit. The Party Committee has developed a plan for developing Party members for the entire 2020-2025 term and each year for implementation. The Party Committee leads the mass organizations in the Company to perform their tasks well, organizes emulation movements in production and labor, cultural and artistic movements, physical training and sports , creating a vibrant competitive atmosphere, and training health to contribute to the good performance of the Company's production and business tasks.

Through this, outstanding and typical union members are identified and introduced to Party cells for consideration of admission to the Party. The focus is on workers who directly work in production and have many initiatives to improve machinery and equipment in the production process. In 2023, the Company Party Committee admitted 6 new Party members; helped 3 probationary Party members become official Party members. Currently, the Party Committee has a total of 6 Party cells with 115 Party members.

Young Party member Dang Van Hieu, born in 1996, Office Block Party Cell of An Hoa Paper Joint Stock Company Party Committee, was very excited to have just been admitted to the Party in December 2023. Mr. Hieu said: “The Youth Union has always created conditions for me to participate in the activities and movements of the Union, and to contribute my youth through professional activities. My achievements in work as well as the activities of the Union have been recognized, commended and promptly rewarded by the Company's Board of Directors. This has motivated me to strive to join the Party.”

In recent years, the Party Cell of Prime Hao Phu Joint Stock Company, Hao Phu Commune (Son Duong) has always paid attention to the work of developing party members. According to comrade Pham Hong Ha, Party Cell Secretary and Director of the Company, reality shows that if the head of the Party organization in the enterprise and the business owner do not properly perceive the significance of developing the Party in the enterprise, the work of developing the Party in non-state enterprises will face many difficulties.

Only when paying attention to developing new party members can the party organization improve its leadership and fighting capacity, promote inheritance, and supplement the young team in leadership work. With this in mind, as both the head of the Party Committee and the business owner, every year Mr. Ha and the Party Committee develop a specific plan for developing party members, review the source of elite masses early, and at the same time lead the trade union organization to pay attention to training, helping, and launching emulation movements for good workers and creative workers among cadres, workers, and employees. In 2023, the company's Party cell admitted 2 party members, bringing the total number of party members to 21 comrades.

The attention of the company's leaders has helped me realize that, no matter what position or job I hold, I can strive to become a party member if each person does their job well and has good moral qualities.”

According to the report of the Provincial Party Committee of Agencies and Enterprises, the Party Committee of the Bloc currently has 56 party organizations of the enterprise type, including 39 party cells and party committees of the non-state enterprise type with 837 party members. In 2023, the Party Committee of the Bloc established 1 new party cell and admitted 40 party members in non-state enterprises.

Comrade Ma Van Khap, Head of the Party Organization Committee of the Provincial Agencies and Enterprises Bloc, said that in order to promote the development of the Party in non-state enterprises, from 2024, the Party Committee has assigned the task of making a breakthrough to the Head of the Party Organization Committee of the Bloc, establishing at least 1 Party organization every year, admitting 40 or more Party members in non-state enterprises. The Party Committee is also studying to consider organizing classes to foster awareness of the Party in non-state enterprises, with the motto of sharing, accompanying, and not affecting the production and business activities of enterprises and workers.
