Kinhtedothi - Deputy Prime Minister Le Thanh Long signed Decision No. 374/QD-TTg approving the Project on developing a system of excellent training centers and talents in technology 4.0 by 2030.
The Project aims to form at least 1 or 2 networks of excellent and talented training centers in each priority technology field of Industry 4.0. Particularly in the fields of artificial intelligence, semiconductor industry and biotechnology, at least 2 or 3 networks of excellent and talented training centers will be formed in the three regions of North - Central - South. Each network of excellent and talented training centers will be led by 01 strong highereducation institution and have at least 05 higher education institutions along with a number of domestic and foreign enterprises participating.
Each network organizes at least 01 excellent program on adaptive training, retraining, advanced training, and specialized training for human resource development in a number of priority technology fields of Industry 4.0.
Strive for each network to attract at least 100 excellent scientists and experts, Vietnamese people living abroad and foreigners, to participate in teaching and scientific research in higher education institutions in Vietnam.
The project sets out 4 tasks and implementation solutions, including: 1- Research, review, propose mechanisms and policies to create breakthroughs in training activities in a number of priority technology fields of Industry 4.0; 2- Build, consolidate and develop excellent training centers and talents in a number of priority technology fields of Industry 4.0 in Vietnam; 3- Develop and improve teaching, research, innovation and start-up capacity for excellent training centers and talents in a number of priority technology fields of Industry 4.0 in Vietnam; 4- Promote international cooperation and integration in training in a number of priority technology fields of Industry 4.0.
Tuition support and scholarships to improve the quality of learners in some priority technology fields of industry 4.0
In particular, the Project researches and proposes amendments and supplements to the State's investment support mechanisms and policies on facilities and equipment serving training activities, scientific research, innovation and startups on the basis of investment cooperation between enterprises and higher education institutions.
Support the development of a model of connection between higher education institutions and science and technology organizations and enterprises to carry out training, scientific research, technology transfer, innovation and start-up activities through ordering, selecting/directly assigning science and technology tasks; develop mechanisms and preferential policies on credit, tuition support, and scholarships to attract and improve the quality of learners in a number of priority technology fields of Industry 4.0, initially for graduate students and doctoral students.
Developing strong higher education institutions to become the core of excellent training networks and talents at the postgraduate level
At the same time, the Project supports and invests in developing a number of higher education institutions to become strong training centers in the three regions of the North - Central - South in a number of priority technology fields of Industry 4.0; builds an online assessment platform for professional skills and competencies to serve the connection of higher education institutions, learners, businesses, organizations and related individuals. Implements a mechanism for sharing information and providing advice on priority policies in training activities, scientific research and application in a number of priority technology fields of Industry 4.0.
Developing strong higher education institutions to become the core of excellent training networks and postgraduate talents in a number of priority technology fields of Industry 4.0 such as: artificial intelligence, semiconductor industry; next-generation network technology, smart network security technology and multimedia communications; educational technology; new materials; advanced, intelligent construction, transportation and infrastructure technology; biotechnology in agriculture, industry and biomedicine; renewable energy, hydrogen energy.
The project prioritizes the development and implementation of ministerial and sectoral science and technology tasks; supports technology transfer and innovation activities for higher education institutions to create priority technology products of Industry 4.0. Focuses on research to create scientific products published in prestigious international journals, linking postgraduate training products and creating applied products and commercial products.
Expanding international cooperation and integration in training, science, technology and innovation
Expand international cooperation and integration in training, science, technology and innovation, especially in a number of priority technology fields to proactively participate in the Fourth Industrial Revolution.
Encourage and support domestic universities to cooperate with foreign universities to carry out scientific and technological tasks on priority technologies of Industry 4.0.
