Semiconductor Industry Development: Accelerating in the Digital Age

The shifting trend of the semiconductor industry is creating a historic opportunity for Vietnam to emerge as an important manufacturing hub in the global supply chain.

In that context, Bac Ninh - the industrial capital of the North - is emerging as an attractive destination for technology corporations thanks to its strategic geographical location, preferential policies and abundant human resources.

Towards exporting “Made in Vietnam” semiconductor products

With the goal of becoming one of the strategic pillars of Vietnam's semiconductor industry, the People's Committee of Bac Ninh province has just issued Plan No. 323/KH-UBND, aiming to turn the locality into the leading semiconductor industrial center in the North, leading the country in the 2025-2030 period and reaching the regional level by 2045.

According to the plan, by 2030, Bac Ninh will build a modern microchip and semiconductor component manufacturing ecosystem, enhancing global competitiveness. In the period of 2025 - 2030, the province aims to develop the semiconductor industry in depth, establish a concentrated information technology park, attract investment from leading technology corporations, and at the same time form a semiconductor support industrial cluster, reducing dependence on imported components and raw materials.

In the period of 2030 - 2045, Bac Ninh will become the leading center for microchip and semiconductor production in the region; establish chip factories in Bac Ninh, and move towards mastering a number of core technologies. Expand and participate deeply in the global semiconductor supply chain, and export semiconductor products with the brand name "Made in Vietnam".

To achieve the set goals, the People's Committee of Bac Ninh province will establish a provincial-level Steering Committee for Semiconductor Industry Development, operating under the model of the National Steering Committee for Semiconductor Industry Development.

The People's Committee of Bac Ninh province also directed relevant units to complete mechanisms and policies for the development of the semiconductor industry; including implementing policies such as corporate income tax exemption and reduction for companies investing in semiconductors; preferential import tax on components and high-tech equipment for research and production; applying the "60% Green Stream" mechanism for dossiers, procedures, projects and tasks for the development of the semiconductor industry.

At the same time, develop specific incentive policies, including low-interest credit support for start-up businesses in the semiconductor sector; establish a semiconductor innovation support fund for domestic enterprises; and support policies for rental costs in industrial parks in the province for semiconductor manufacturing enterprises.

Priority is given to training high quality human resources.

Bac Ninh is the first locality in the country to issue a policy to support the training of high-quality human resources for the semiconductor industry. By 2030, the province aims to train at least 30,050 workers in the semiconductor industry; of which university level accounts for 1.8%, college level 43.3%, intermediate level and advanced training, conversion 54.9%.

To achieve this goal, Bac Ninh focuses on developing human resources through cooperation with international universities and research institutes; opening microchip and semiconductor training programs according to international standards at universities and vocationaltraining institutions in the province; strengthening international cooperation, organizing seminars to transfer technologies from development partners; expanding and promoting STEM training models from high school level to create long-term resources...

Recently, a series of projects to build facilities of major universities in Hanoi have been approved for investment in Bac Ninh. Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan affirmed that the province supports and wishes to attract businesses, universities, and training facilities in the fields of high technology and electronics. Bac Ninh will create the most favorable conditions for implementing investment projects to build facilities of several major universities here.

Associate Professor, Dr. Huynh Quyet Thang, Director of Hanoi University of Science and Technology, said that in order to meet the demand for high-quality human resources for the engineering sector, Hanoi University of Science and Technology has a policy of investing in a branch in Bac Ninh with an area of ​​about 12 - 20 hectares. The focus is on implementing the construction of an adaptive human resource training center to train university and college students majoring in high-tech engineering. Thereby, meeting the needs of businesses in the province and neighboring localities.

Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan also said that the province has been making efforts to improve the quality of human resources, this is one of the breakthrough solutions. Therefore, in the past time, based on the identified resources for implementation, Bac Ninh province has issued a specific Resolution on developing and supporting the development of the training sector of semiconductor industry and high-tech industry. In the past time, Bac Ninh province has focused and implemented very effectively, as evidenced by the training scale increasing 1.5 times.

Key player in the semiconductor industry

Bac Ninh is currently the stronghold of large technology corporations such as Samsung, Amkor Technology, Canon, Foxconn, Goertek and strategic partners of Nvidia - the world's largest semiconductor chip design and manufacturing corporation. These enterprises have contributed to creating a large-scale, modern high-tech industrial ecosystem in the industrial capital of the North.

Mr. Park Iae Cheol, Project Manager of Segyung Vina Co., Ltd., commented: "We highly appreciate the high-tech industrial ecosystem in Bac Ninh, the domestic supply chain is currently very stable. Bac Ninh has all the factors for the development of the semiconductor industry such as electricity, clean water, logistics and especially training of high-quality human resources. That is why we decided to build another factory in Bac Ninh."

Since the beginning of the year, Bac Ninh has received positive signals from the wave of high-quality FDI investment, newly registering investment for 124 projects; adjusting capital for 79 projects with newly registered and adjusted capital of over 2.74 billion USD. Notably, the processing, manufacturing, software, and semiconductor industries account for over 60% of total FDI capital. This is a clear demonstration of qualitative changes in attracting FDI capital to Bac Ninh.

In the first months of 2025, Bac Ninh continues to affirm its leading position in attracting high-quality FDI capital; in which the semiconductor industry is currently playing a key role. With pioneering and practical policies, Bac Ninh is facing a great opportunity to become the production, research and development center of the semiconductor industry in Vietnam.

Orienting Bac Ninh to become an important base in the semiconductor industry is not only a strategy for local economic development but also contributes to enhancing Vietnam's position in the global value chain. With the determination of the provincial government, the companionship of enterprises and the support of the Central Government, Bac Ninh is expected to become a "pillar" in Vietnam's semiconductor ecosystem - the origin of future technological breakthroughs.
