According to the report of the Ministry of Agriculture and Environment , after the 15th meeting of the National Steering Committee on IUU (September 30), ministries, branches and localities have focused on synchronously and drastically implementing solutions under the direction of the Government and the Prime Minister and achieved many positive results. The situation of fishing vessels participating in fishing but not licensed continues to decrease sharply.
The number of fishing ports qualified to certify the origin of exploited aquatic products is increasing. The number of fishing vessels entering and leaving ports on the electronic traceability system has increased compared to last week. Currently, the whole country has 28,032/28,281 fishing vessels installed with voyage monitoring devices (VMS). The authorities have also closely monitored the situation of fishing vessels losing connection to VMS. Since September 6, there has been no official record of fishing vessels violating foreign waters being arrested or handled.
At the meeting, ministries, branches and localities reported on the situation and results of implementing tasks and solutions to prevent and combat IUU fishing after the 15th Session of the IUU Steering Committee (September 30); results of preventing and handling fishing vessels and fishermen who violated... At the same time, solutions were proposed to achieve high results in the fight against IUU fishing in the coming time.

In Nghe An province, as of October 4, the whole province had 2,635 fishing vessels subject to registration (with a maximum length of 6m or more) and 100% of fishing vessels had been granted registration. The total number of vessels with valid registration was 1,401/1,419 fishing vessels subject to registration, reaching 98.73% (an increase of 0.14% compared to September 29, 2025); 18 vessels had expired (accounting for 1.27%). The total number of fishing vessels with valid fishing licenses was 2,600/2,635 vessels, reaching 98.67%; 35 vessels had not been granted licenses (accounting for 1.33%).The total number of fishing vessels with installed voyage monitoring devices was 1,029/1,042 vessels, reaching 98.75% . Up to now, 100% of fishing boats in Nghe An province have had their license plates painted and fishing boat markings in accordance with regulations.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that last week, storms No. 10 and 11, along with floods caused by storm circulation, caused great damage to people and property. On this occasion, Prime Minister Pham Minh Chinh sent the condolences of the Party and State leaders, and General Secretary To Lam to the families who suffered damage to people and property caused by natural disasters; requested provinces and cities to continue promoting the spirit of self-reliance, self-reliance, closeness to the people, and more actively caring for the people; all levels, sectors and localities to quickly overcome the consequences of storms and floods; restore production and business; quickly restore electricity and telecommunications, restore schools and medical facilities to serve the people.
The Prime Minister highly appreciated the positive results in implementing IUU work of ministries, branches and localities in the past week. However, the results achieved were still slower than the requirements and instructions at the previous meeting.
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to focus on granting fishing licenses to fishing vessels, reviewing and directing fishing vessel owners to install VMS equipment; and at the same time strictly handling fishing vessels that violate the law. Party committees and authorities must take care of people's livelihoods; propagate, mobilize and educate people to strictly comply with legal regulations; and create conditions for fishermen to change their jobs.
Ministries and sectors must coordinate in information sharing and data connection on fishing vessels and vessel owners. The authorities must strengthen coordination and control more closely, determined to repel, prevent and end IUU fishing. Any person who violates IUU regulations will be strictly punished according to the law; strictly control the fishing activities of fishermen and fishing vessels; publicize violating vessels and vessel owners on mass media.
Ministries and branches continue to consult on amendments to build sanctions for administrative violations strong enough to deter, prevent and end IUU fishing. Strengthen patrols at sea to strictly handle violations...
