On the afternoon of October 8, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province inspected the work of overcoming the consequences of natural disasters in My Ly and Huoi Tu communes and the construction of an inter-level school in Na Ngoi commune.
Also attending were comrade Pham Hong Quang - Member of the Provincial Party Standing Committee, Director of the Department of Construction; along with leaders of the Provincial People's Committee Office, Department of Agriculture and Environment...
In My Ly commune, the circulation of storm No. 3 caused the most serious damage to date. The whole commune had 243 houses completely washed away, 84 houses were deeply flooded and 86 houses were in areas at risk of landslides, forcing them to be urgently evacuated.
Faced with that situation, the urgent evacuation of people from areas at high risk of flash floods and landslides to safe places with conditions to rebuild their lives is identified as the top priority task.
The People's Committee of My Ly commune has proposed a project to concentrate residents in 4 villages: Xieng Tam, Yen Hoa, Xang Tren and Cha Nga, to plan and build new resettlement areas.

According to the proposed plan, the project will be implemented in the form of concentrated resettlement with a scale of 240 households currently living in areas at high risk of natural disasters, or where living conditions are no longer guaranteed.
The resettlement area of Xang Tren village is expected to accommodate 82 households, with an area of 5 hectares, investing in the construction of a traffic system, electricity, centralized clean water facilities and community houses, with a total investment of 25 billion VND.
Xieng Tam village resettlement area accommodates 105 households, covers an area of 12 hectares, has roads, electricity, centralized water supply, community house and kindergarten, with a total estimated investment of 33 billion VND.
Yen Hoa village resettlement area is for 17 households, area of 3 hectares, with a total cost of 9 billion VND. Cha Nga village resettlement area is expected to accommodate 36 households, area of 4 hectares, construction of 2.5 km long traffic road, electricity, centralized water works, total investment of 15 billion VND. The total cost for 4 resettlement areas is about 82 billion VND.
Arriving at My Ly commune, Chairman of the Provincial People's Committee Le Hong Vinh directly listened to the situation report and conducted a field survey in some areas planned for resettlement.
Through inspection, the Chairman of the Provincial People's Committee together with leaders of departments, branches and commune authorities carefully considered factors of terrain, land fund, traffic, water resources and people's livelihoods to select the most suitable locations for the construction of concentrated resettlement areas in the commune.

Also in My Ly commune, Chairman of the Provincial People's Committee Le Hong Vinh listened to the leaders of the Department of Construction report on the plan to build a bridge across the Nam Non River connecting to Yen Hoa village. During the recent heavy rains caused by storm No. 3, the river water rose, washing away the Yen Hoa suspension bridge, completely isolating hundreds of households in Yen Hoa, Pieng Pen and Nhot Lot villages.
Faced with that situation, the Department of Construction is urgently implementing a plan to build a new bridge, ensuring technical and safety standards, striving to complete it within 2 months to soon restore traffic connections, serve travel and stabilize people's lives.

The Chairman of the Provincial People's Committee inspected the progress of the project to rebuild My Ly 2 Primary Boarding School, which was completely damaged after the recent historic flood.
Next, at Huoi Tu commune, comrade Le Hong Vinh and the working delegation directly inspected the landslide on National Highway 16, through Huoi Kha village.

Here, the negative slope has seriously collapsed, threatening the safety of 4 households living below. At the same time, in Trung Tam village, landslides are also directly threatening 12 households at the foot of the mountain.
After listening to the report of the commune leaders and conducting a field survey, Chairman of the Provincial People's Committee Le Hong Vinh requested to urgently develop a plan to relocate households to a safe place, carry out resettlement in accordance with the province's support policy, and ensure stable life and livelihood for people in the soonest time.
On the same afternoon, comrade Le Hong Vinh and the working delegation moved to Na Ngoi commune to survey and inspect the construction site of the commune's Inter-level Boarding School.

This is one of the projects under the investment program to build inter-level primary and secondary boarding schools in 21 border communes of Nghe An province, to implement the policy stated in Notice No. 81-TB/TW of the Politburo on the construction of 248 inter-level boarding schools in border communes nationwide.
