Provincial People's Committee holds regular meeting in September 2025

On the morning of October 7, the Provincial People's Committee held an online regular meeting for September 2025 with the People's Committees of communes and wards to assess the socio-economic development situation in the first 9 months of the year and deploy tasks in the coming time. Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

Attending the meeting were representatives of the Standing Committee of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee; leaders of Departments, branches, sectors, and People's Committees of communes and wards.

At the meeting, the Provincial People's Committee listened to and commented on: Report on the implementation results of the Notice of Conclusion of the Provincial People's Committee Chairman and Vice Chairmen of the Provincial People's Committee at the regular meeting and thematic working sessions during the month; the implementation status of the tasks of the Working Groups, and the summary of the document processing staff diary of the Departments, branches, sectors and units.

The meeting also listened to and commented on the Report on socio -economic performance in the first 9 months of the year, key tasks and solutions for the last 3 months of 2025; Report on administrative reform work of Nghe An province in the third quarter, key tasks and solutions for implementation in the fourth quarter of 2025.

At the meeting, leaders of communes and wards reported on the socio-economic situation in the first 9 months of the year; damages caused by natural disasters in the past; difficulties in implementing 2-level local government. Standing Vice Chairman of the Provincial People's Committee Bui Thanh An proposed to complete the payment of benefits according to Decree No. 178/2025/ND-CP before October 15, 2025 under the direction of the Politburo.

Vice Chairman of the Provincial People's Committee Nguyen Van De requested communes and wards to strengthen local project management boards to deploy infrastructure construction; focus on restoring production after storms and floods, and preventing African swine fever.

Strive to accelerate and make breakthroughs to complete the targets and tasks of the 2025 Plan

Concluding the meeting, Chairman of the Provincial People's Committee Le Hong Vinh acknowledged and highly appreciated the initiative, efforts and endeavors of the commune and ward authorities in leadership, direction and management in the past time. The police and military forces have worked day and night to help the people and authorities restore damage after the storm in the spirit of overcoming the consequences as soon as the water receded.

Regarding the tasks for the last 3 months of the year, the Chairman of the Provincial People's Committee emphasized that the last 3 months of the year is the "sprint" period, requiring efforts to accelerate and make breakthroughs to complete the targets and tasks of the 2025 Plan.

The Chairman of the Provincial People's Committee requested all levels, sectors and localities to focus on quickly overcoming the consequences of storm No. 10 and post-storm floods according to the requirements in the Prime Minister's and the province's telegrams to promptly restore production activities and stabilize people's lives . Actively monitor and promptly inform about natural disasters, especially storms, floods and landslides, to proactively deploy measures to respond to, prevent and combat natural disasters, ensure people 's safety and minimize damage.

Each industry, field and locality must review the implementation of tasks in the past 9 months, closely following the growth scenario for the whole year 2025 of 9.5-10.5 % to strive to achieve the highest results to make up for the remaining shortfalls. Timely remove difficulties and obstacles to promote production and business activities . Support projects to be completed and put into use soon to contribute to overall growth .   Support to promote, encourage consumption, support the consumption of locally produced goods and trade and service activities in the area.

The Department of Finance shall preside over and coordinate with the Departments and branches to review the draft Action Program to implement the Resolution of the 20th Provincial Party Congress and closely coordinate with the Provincial Party Committee Office to complete and submit to the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee at the October 2025 meeting. At the same time, preside over and guide agencies and units to promptly implement the payment of policies and regimes for people on leave according to Decree No. 178/2025/ND-CP, ensuring the completion of payment before October 15, 2025 in accordance with the direction of the Central Government.

Continue to make efforts, focus on overcoming and resolving difficulties and problems in the process of operating 2-level local government. Departments , branches, sectors, and localities according to sectors and fields of state management organize reviews and assessments of the ability to implement laws on decentralization, delegation of powers, and assignment of authority to advise the Provincial People's Committee to promptly adjust, guide, amend or propose competent authorities to amend and issue new documents to meet practical requirements, serving the effective operation of 2-level local government; to be completed in October 2025.

Ensure adequate facilities, machinery, equipment and human resources to guide and support people who need to carry out procedures at the Public Administration Service Centers at all levels. The Public Administration Service Centers at all levels do not accept paper documents for the 25 essential online public services that have been provided in full, and instead use data mining.

The Department of Home Affairs shall preside over and coordinate with agencies, units, and localities to urgently deploy the arrangement, mobilization, and assignment of staff and civil servants; arrange enough specialized staff and civil servants to the grassroots ; complete the report to the Provincial Party Committee Standing Committee before October 15, 2025 .   Along with that, review and evaluate the current situation of the staff before and after the administrative unit arrangement and implementation of the 2-level local government model; identify the surplus and shortage.   Officials of the government block of each commune, causes, solutions ; consult and report to the Standing Committee of the Provincial Party Committee before October 12, 2025.

Propose that the Working Groups directing and removing difficulties and obstacles in implementing the two-level government (according to Decision No. 2954/QD-UBND dated September 17, 2025) actively follow the assigned localities to grasp the situation and guide and handle difficulties of localities, people and businesses .

Select to implement projects that are driving development in each industry and field.

The Chairman of the Provincial People's Committee requested to further promote the role and responsibility of heads of agencies and units in implementing public investment disbursement. Proactively and promptly review and remove difficulties and obstacles for each project in the management area according to regulations. Requesting the Party Committees of communes and wards, leaders of Departments and branches to continue to enhance their role in directing and implementing public investment tasks in the period of 2026 - 2030, especially site clearance, quick and concise settlement, and reduction of administrative reform procedures in the processing process.

The Chairman of the Provincial People's Committee said that the 20th Provincial Party Congress was successful, the province will choose to implement projects that are driving forces for development in each industry and each field. The Chairman of the Provincial People's Committee suggested a number of contents such as: Researching investment, arranging and using public assets reasonably; investing in building headquarters. Completing facilities of key schools and provincial hospitals, trying to balance resources to build and renovate schools and medical centers in the Western region.

Invest in routes to expand development space such as Nghi Van - Do Luong route, old Vinh city belt routes, cross-roads according to the Vinh - Cua Lo axis planning; continue to study the plan to build a provincial administrative center on Vinh - Cua Lo axis to reduce traffic congestion and spread the population of the city center to the East. At the same time, expand National Highway 7 and National Highway 48 to improve transportation capacity in the West of Nghe An, creating a driving force to promote the development of this area.

Focus on implementing key and dynamic projects, including: Vinh International Airport; resettlement areas serving the North-South high-speed railway; Vinh - Thanh Thuy Expressway; Quynh Lap LNG power project; Cua Lo deep-water port...

The Department of Construction presides over the selection of meaningful works and projects to celebrate the 14th National Congress of the Party; coordinates with sectors to promptly adjust the planning of both sides of Vinh - Cua Lo road, and researches the planning options for both sides of the roads that are oriented to be invested in the period 2026-2030.

The Southeast Economic Zone Management Board urgently provides and supplements the dossier of the Project to expand the Southeast Nghe An Economic Zone to the Government Office and relevant agencies according to regulations. The Department of Finance advises on organizing activities to celebrate the Vietnam Entrepreneurs Day (October 13) to ensure savings, practicality, and suitability to the actual situation and conditions. The Department of Agriculture and Environment reviews and amends the criteria for New Rural Areas, OCOP products, etc.

Focus on directing cultural and social fields

The Chairman of the Provincial People's Committee assigned the Department of Education and Training to focus on implementing tasks for the 2025-2026 school year; urgently advise on implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

The Department of Health closely monitors the development of the epidemic situation, especially infectious diseases that are at risk of increasing after storms and floods; urgently directs and guides localities to proactively implement measures to strengthen disease prevention and control. Advise on the implementation of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

The Department of Home Affairs presides over and coordinates with agencies and units to urgently advise on the implementation of Plan No. 01-KH/TU dated October 5, 2025 of the Provincial Party Standing Committee on continuing to reorganize the apparatus of the political system.

Departments, branches and localities strengthen state management; promote administrative reform, digital transformation ; rectify discipline and order. Focus on reviewing, carefully preparing, ensuring progress and quality of contents submitted to the year-end Provincial People's Council meeting and thematic meetings.

Ensure national defense, security and social order and safety ; ensure absolute safety for important political events. All levels and sectors continue to organize the work of receiving citizens, receiving and handling complaints, denunciations, petitions, reflections and resolving complaints and denunciations according to the provisions of law right at the grassroots level, limiting the occurrence of complicated complaints and denunciations.
