On the morning of October 7, the Provincial People's Committee held an online regular meeting for September 2025 with the People's Committees of communes and wards to assess the socio-economic development situation in the first 9 months of the year and deploy tasks in the coming time. Strive to accelerate and make breakthroughs to complete the targets and tasks of the 2025 Plan

Concluding the meeting, Chairman of the Provincial People's Committee Le Hong Vinh acknowledged and highly appreciated the initiative, efforts and endeavors of the commune and ward authorities in leadership, direction and management in the past time. The police and military forces have worked day and night to help the people and authorities restore damage after the storm in the spirit of overcoming the consequences as soon as the water receded.

Regarding the tasks for the last 3 months of the year, the Chairman of the Provincial People's Committee emphasized that the last 3 months of the year is the "sprint" period, requiring efforts to accelerate and make breakthroughs to complete the targets and tasks of the 2025 Plan.

The Chairman of the Provincial People's Committee requested all levels, sectors and localities to focus on quickly overcoming the consequences of storm No. 10 and post-storm floods according to the requirements in the Prime Minister's and the province's telegrams to promptly restore production activities and stabilize people's lives . Actively monitor and promptly inform about natural disasters, especially storms, floods and landslides, to proactively deploy measures to respond to, prevent and combat natural disasters, ensure people 's safety and minimize damage.

Each industry, field and locality must review the implementation of tasks in the past 9 months, closely following the growth scenario for the whole year 2025 of 9.5-10.5 % to strive to achieve the highest results to make up for the remaining shortfalls. The Department of Finance shall preside over and coordinate with the Departments and branches to review the draft Action Program to implement the Resolution of the 20th Provincial Party Congress and closely coordinate with the Provincial Party Committee Office to complete and submit to the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee at the October 2025 meeting. Ensure adequate facilities, machinery, equipment and human resources to guide and support people who need to carry out procedures at the Public Administration Service Centers at all levels. The Chairman of the Provincial People's Committee requested to further promote the role and responsibility of heads of agencies and units in implementing public investment disbursement. Proactively and promptly review and remove difficulties and obstacles for each project in the management area according to regulations. Requesting the Party Committees of communes and wards, leaders of Departments and branches to continue to enhance their role in directing and implementing public investment tasks in the period of 2026 - 2030, especially site clearance, quick and concise settlement, and reduction of administrative reform procedures in the processing process.

The Chairman of the Provincial People's Committee said that the 20th Provincial Party Congress was successful, the province will choose to implement projects that are driving forces for development in each industry and each field. The Department of Construction presides over the selection of meaningful works and projects to celebrate the 14th National Congress of the Party; coordinates with sectors to promptly adjust the planning of both sides of Vinh - Cua Lo road, and researches the planning options for both sides of the roads that are oriented to be invested in the period 2026-2030.

Focus on directing cultural and social fields

The Chairman of the Provincial People's Committee assigned the Department of Education and Training to focus on implementing tasks for the 2025-2026 school year; urgently advise on implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

The Department of Health closely monitors the development of the epidemic situation, especially infectious diseases that are at risk of increasing after storms and floods; urgently directs and guides localities to proactively implement measures to strengthen disease prevention and control. Advise on the implementation of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

The Department of Home Affairs presides over and coordinates with agencies and units to urgently advise on the implementation of Plan No. 01-KH/TU dated October 5, 2025 of the Provincial Party Standing Committee on continuing to reorganize the apparatus of the political system.

Departments, branches and localities strengthen state management; promote administrative reform, digital transformation ; rectify discipline and order. Focus on reviewing, carefully preparing, ensuring progress and quality of contents submitted to the year-end Provincial People's Council meeting and thematic meetings.

Ensure national defense, security and social order and safety ; ensure absolute safety for important political events. All levels and sectors continue to organize the work of receiving citizens, receiving and handling complaints, denunciations, petitions, reflections and resolving complaints and denunciations according to the provisions of law right at the grassroots level, limiting the occurrence of complicated complaints and denunciations.
