By 2030, at least 50% of communes, wards and special zones nationwide will be drug-free.
Reporting at the conference, Deputy Minister of Public Security Nguyen Van Long said: Implementing the National Target Program on Drug Prevention and Control by 2030 aims to raise awareness of drug prevention and control in the whole society; maintain, expand and move towards drug-free communes, wards and special zones nationwide.
The program also sets out targets for 2030, specifically: At least 50% of communes, wards and special zones nationwide will be drug-free. 100% of locations organizing and harboring illegal drug use, drug retailers and areas illegally growing plants containing drugs will be discovered and destroyed. Over 80% of units and officers and soldiers of the specialized force for drug crime prevention and control under the Border Guard and Coast Guard will be equipped with modern weapons, support tools and technical means.
Every year, the number of drug crimes detected and arrested in border areas by land, sea, air, and express delivery increases by over 3%; the number of organized, transnational cases increases by over 3%; the number of cases taking advantage of cyberspace increases by over 5%. Over 80% of commune-level health stations and 100% of public drug rehabilitation facilities are qualified to determine drug addiction status. Over 70% of communes, wards, and special zones with drug addicts arrange drug addiction reception and counseling points that meet the prescribed conditions; at least 70% of provinces and cities organize voluntary drug addiction rehabilitation at home and in the community. The program is implemented nationwide, ensuring consistency from the central to local levels, while being suitable to the characteristics of each region. The program implementation period is from 2025 to the end of 2030.
The program is concretized into 09 major projects, ensuring coverage of all 3 areas: supply reduction, demand reduction, and harm reduction. The total budget for implementing the program is more than 22,450 billion VND, from the central and local budgets and other legal sources. Of which, the budget for drug rehabilitation, management of drug addicts, illegal drug users and post-rehabilitation management accounts for a large proportion, demonstrating the concern for the human factor and humanity in drug prevention and control policies.

At the conference, leaders of ministries, branches and localities discussed key contents and proposed solutions to effectively implement sub-projects; breakthrough solutions to improve the effectiveness of the fight against drug crimes at sea and in border areas; the situation of the fight against organized and transnational drug crimes; solutions to improve the effectiveness of coordination between specialized forces in the prevention and fight against drug crimes in the province; solutions to effectively promote resources to build drug-free communes, wards and special zones, towards drug-free cities; the current status of facilities, the reception of drug rehabilitation facilities, solutions to ensure the progress of completing the upgrading and repairing of rehabilitation facilities according to the standards of the Ministry of Public Security right after 2026...
Nghe An province has been identified by the Government and the Ministry of Public Security as a strategically important area for security and order, and at the same time a key and complicated area for security, order and drugs. In recent years, under the close direction of the Government and the Ministry of Public Security, and with the drastic participation of the entire political system from the province to the grassroots, drug prevention and control work in Nghe An has achieved many important results. The situation of crime and drug abuse has been controlled, reduced in both nature and complexity; dozens of drug rings, gangs, and complex drug dens have been eliminated; hundreds of ringleaders and key figures have been arrested and strictly handled; many complex drug dens and locations have been transformed.
Drug rehabilitation and post-rehabilitation management have received attention and investment and achieved positive results; the re-planting of opium poppy has been completely prevented; many advanced models and examples in drug prevention and control have been effective and spread strongly in the community, so the awareness and sense of responsibility of each citizen for the fight against and prevention of drugs have been increasingly enhanced. In particular, the province has proactively researched, implemented and effectively replicated the Project to build "Drug-free border communes" and the Project to build "Vinh city clean of drugs", thereby achieving many important results that have been recognized, highly appreciated and directed to be replicated by the Government and the Ministry of Public Security, thereby effectively serving the task of socio-economic development in the province.

However, in reality, there are still many difficulties and challenges. Although the drug crime situation in the area has been controlled, there is still a great potential, emerging is the situation of some subjects inside and outside Nghe An province colluding with some subjects in Laos to buy, sell and transport drugs into Nghe An for consumption or to the northern and southern provinces for consumption. Addicts tend to be younger, the relapse rate remains high, while investment resources for drug rehabilitation and post-rehabilitation management are limited.
In the spirit of the Government's direction and the Ministry of Public Security's guidance on implementing the National Target Program on drug prevention and control until 2030, Nghe An clearly identified: Drug prevention and control is a key, regular task, both urgent and long-term, with the implementation motto of "early prevention, remote detection, root-based treatment, right at the grassroots level"; is the responsibility of the entire political system and the entire population; at the same time, it must be closely integrated with socio-economic development programs, hunger eradication and poverty reduction, new rural construction, and social security assurance.

Concluding the conference, Prime Minister Pham Minh Chinh said that in order to meet the requirements of the new situation, the Ministry of Public Security has presided over and closely coordinated with ministries, branches and localities to develop and submit to the 15th National Assembly for approval the Comprehensive Program on Drug Prevention and Control until 2030 with specific goals, mechanisms and policies to thoroughly resolve urgent and key issues; strengthen capacity, implement international commitments; check progress and deadlines for completion. Through monitoring, it can be seen that the thinking and awareness of the position, role and importance of drug prevention and control have had many positive changes. All levels and branches have closely combined "prevention" and "combat", between propaganda, education, and mobilization of people with the fight against and suppression of drug crimes; and implemented increasingly synchronously, comprehensively and sustainably in localities. However, in reality, there are still limitations and problems, especially in organizing forces, guiding implementation, checking, monitoring and evaluating program results.
The Prime Minister requested that in the coming time, ministries, branches, localities and program management agencies urgently develop implementation plans with comprehensive solutions, suitable to the characteristics and situation of each unit and locality, creating favorable conditions for focused, effective and timely implementation.
Agencies, specialized forces and people of all walks of life continue to promote the spirit of responsibility, join hands to build a "drug-free" society, making an important contribution to the cause of sustainable socio-economic development, maintaining stability, national security and people's happiness. In particular, it is necessary to focus on urgent and core issues, clearly define specific goals and tasks, propose appropriate and feasible solutions, and consider this an important, regular and long-term task of the entire political system.
Regarding drug rehabilitation, it is recommended that localities focus on investing, upgrading, and perfecting the system of drug rehabilitation facilities, ensuring material conditions, equipment, and human resources to meet the requirements of management, counseling, treatment, and support for drug addicts' reintegration into the community. At the same time, it is necessary to synchronously implement solutions on vocational training, job creation, preferential credit policies, and support for production and business loans to help post-rehabilitation drug addicts stabilize their lives and avoid relapse.
Localities need to guide and implement the construction of models of "Drug-free schools", "Drug-free neighborhoods", "Drug-free communes, wards and villages", contributing to creating a clean, safe and healthy environment for the people. At the same time, it is necessary to promote propaganda work, build a movement for the whole people to participate in drug prevention and control, promote the role of families, schools, organizations and communities, creating a solid fortress in the fight against drugs from the grassroots.
The Prime Minister requested implementation with the spirit of ensuring clear people, clear work, clear progress, clear responsibilities, clear authority, and allocating resources for implementation; implementing well the three reductions: Reducing supply, reducing demand, reducing harm and the three increases: Increasing legal effectiveness, increasing investment resources, increasing smart governance, digital governance; thereby creating a movement, creating a trend for the whole population in preventing and neutralizing drug crime activities. Each person is a soldier, each family is a battlefield, each locality is a fortress to together prevent, repel, and neutralize drug activities in the coming time.
The Ministry of Public Security, as the leading agency, needs to closely coordinate with ministries, branches and localities to perfect the system of mechanisms, policies, monitoring forms, assessment standards, creating a complete legal basis for effectively implementing the National Target Program on Drug Prevention and Control until 2030 nationwide. In particular, key localities such as Son La, Tay Ninh, Dien Bien, Nghe An... need to closely coordinate with the Ministry of Public Security to organize the implementation of programs, promptly report difficulties, problems, recommendations and proposals to promptly remove and perfect legal mechanisms and policies in accordance with reality. On that basis, the Ministry of Public Security fully receives opinions from localities, coordinates with relevant ministries and branches to synthesize, advise, submit to the Government and the Prime Minister for consideration and direction to resolve problems that remain in the implementation process.
