According to the CC1-BVEC consortium, National Highway 51 (section from Km0+900 to Km73+600) is a vital traffic route connecting Ho Chi Minh City with Dong Nai province. Currently, this route has been severely damaged, with uneven road surfaces, dense potholes, ruts, many sections of median strips, damaged manhole covers, and blurred paint lines, leading to potential risks and accidents for people and vehicles. Therefore, this route needs to be urgently studied for investment, renovation, and upgrading plans to improve traffic capacity, reduce congestion and traffic accidents, and at the same time create momentum for socio -economic development of localities through which the route passes.
In the proposal, the CC1-BVEC consortium also said that in investing in the National Highway 51 Improvement and Upgrade Project (Phase 2), the consortium of investors wishes to simultaneously exploit the project's investment capital recovery and combine to handle the existing problems of the two National Highway 51 BOT Project Phase 1, in which BVEC is the investor, and the Dong Nai Bridge BOT Project, in which CC1 is the investor.
According to the CC1-BVEC consortium, after more than 5 years since the suspension of toll collection for the Dong Nai Bridge BOT Project and 3 years of suspension of toll collection for the National Highway 51 BOT Project Phase 1, the investor and the state management agency, the Vietnam Road Administration ( Ministry of Construction ), have not yet agreed on a plan to completely resolve the existing problems and difficulties of these two projects.
Previously, the People's Committee of Dong Nai province was also handed over by the Ministry of Construction to manage the road traffic infrastructure assets of National Highways 1, 20, 51 and 56 passing through the province. At the time of handover, these national highways were still damaged, especially National Highway 51, which had a sagging asphalt surface, peeling road surface, rutted wheel tracks, potholes, and faded and ineffective paint lines... Therefore, repairing national highways in the province, especially National Highway 51, is an urgent need to ensure traffic safety for vehicles.
Therefore, recently, the Provincial People's Committee has proposed the Ministry of Finance and the Ministry of Construction to consider allocating funds for localities to repair national highways passing through the province. According to the calculation of the Dong Nai Provincial People's Committee, the capital source to repair the above national highways is nearly 1.4 trillion VND, of which, for National Highway 51 alone, the cost to repair is about 842 billion VND.
