Investing in the APEC Conference Center project under the public-private partnership model

On November 14, in Rach Gia ward, the People's Council of An Giang province, term X, 2021 - 2026, held the 5th session (special session) to review and decide on contents under its authority to serve the socio-economic development of the province.

Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan emphasized that the meeting aims to adjust the public investment plan, decide on policies for important projects serving APEC; issue policies to support people and regulate the spending levels for the upcoming election. Thereby, the locality will remove practical difficulties, ensuring that important tasks are not interrupted, especially in public investment, project preparation for APEC 2027 and social security policies.

The People's Council approved the Resolution on the investment policy of the APEC 2027 Conference Center project under the PPP method. The center will be built in Phu Quoc special zone, An Giang province with a land use area of ​​over 16 hectares, with a total investment of about 21,860 billion VND. The center includes the following items: Conference and exhibition center with 3 floors above ground, 1 basement with about 6,500 seats; multi-purpose theater with 6 floors above ground and 1 basement with about 4,000 seats; green park of 50,720 m2; other technical and auxiliary infrastructure works... Construction progress is from the fourth quarter of 2025 to the second quarter of 2027.

The project to build the APEC Conference Center is invested under the PPP method - BT contract form. This is a suitable and advantageous form, reducing the financial burden for the State in the context of the need to invest simultaneously and synchronously in many projects in Phu Quoc to serve the APEC Conference 2027 as well as other key projects nationwide. The Center serves high-level foreign affairs, promotes the national image, demonstrates the role, position and development aspirations of Vietnam in the period of deep international integration; promotes investment in key infrastructure projects, especially Phu Quoc special economic zone, creates momentum for local economic development, increases foreign investment attraction, promotes eco-tourism and resort destinations on Phu Quoc Pearl Island.

The Provincial People's Council considered, discussed and decided on 10 contents, focusing on 3 main groups of issues, including: Adjusting and supplementing the public investment plan; approving a number of important policies and guidelines, including 2 contents that the Provincial People's Council considered and decided for the first time according to the new Decree issued by the Government in early October 2025 (investment policy for the APEC Conference Center project under the PPP method, BT contract type and list of land funds for BT contract payment); Working regulations of the Provincial People's Council based on the model regulations recently issued by the National Assembly Standing Committee in Resolution No. 103/2025/UBTVQH15, to ensure unity, synchronization and improve the quality of operations of the Provincial People's Council according to the 2-level local government model.

Delegates unanimously voted to pass the Resolution adjusting and supplementing the medium-term public investment plan for the 2021 - 2025 period from the central budget and local budget capital sources after adjusting and supplementing more than VND 77,694 billion, a decrease of more than VND 2,321 billion compared to Resolution No. 29/NQ-HDND dated September 26, 2025 of the Provincial People's Council. In addition, the Resolution adjusting and supplementing the 2025 public investment plan from the central budget and local budget capital sources in the province, after adjusting and supplementing more than VND 23,749 billion, a decrease of more than VND 2,321 billion compared to Resolution No. 35/NQ-HDND dated September 26, 2025 of the Provincial People's Council.

Delegates unanimously voted to pass the following resolutions: Regulations on support policies to overcome animal diseases; List of land funds for payment of BT contracts; Adjustment and supplementation of the list of works and projects that must recover land to be implemented in 2025 in the province; Decision on the policy of changing the purpose of forest use to other purposes to implement the Phu Quoc 220kV Transformer Station project; Regulations on expenditure levels and time to receive support for the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026 - 2031 term in the province.

Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan emphasized that the Provincial People's Council unanimously passed 9 important resolutions, both promptly resolving urgent requirements and orienting long-term development. Resolutions on adjusting the medium-term public investment plan, policies to support people, preparing for elections and perfecting the Working Regulations of the Provincial People's Council all demonstrate transparency, efficiency and innovation in management and administration. This is an important basis for concentrating resources, improving the effectiveness of the government apparatus; at the same time promoting socio-economic development in the coming period...
