Hanoi Secretary requests 3 departments still 'separately' review data

Hanoi Party Secretary Nguyen Duy Ngoc requested the Department of Health, Industry and Trade, and Justice to seriously consider the "separatist" and "local" thinking about data.

On the afternoon of November 14, Steering Committee 57 of the Hanoi Party Committee held a conference to evaluate the implementation of Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation.

Speaking at the conference, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc emphasized that the implementation of Resolution 57 is very important content, the main driving force to successfully carry out strategic breakthroughs, establishing a new growth model of the capital in the spirit of the resolution of the 18th City Party Congress.

According to the Hanoi Secretary, in addition to the achieved results, the spirit of today's meeting is not to be subjective or satisfied, but to look straight at the truth with 17 groups of existing limitations, find 11 causes in 4 major contents and specifically identify 18 bottlenecks.

Regarding leadership, direction, discipline and execution of public duties, according to the Hanoi Secretary, although "the system has opened up", "the capacity to organize and execute is still weak".

“The situation of ‘hot above, cold below’ still exists. The city still has 12 overdue tasks according to the Central Government’s direction and 18 overdue tasks of the city,” the Hanoi Secretary emphasized.

In particular, regarding data bottlenecks, Secretary Nguyen Duy Ngoc pointed out that there is still a "dispersed" and "unconnected" situation, and some units "do not allow other agencies to connect and share data".

“This is the "separatist" and "local" mindset about data, which is the biggest barrier. The units mentioned in the report that have not opened data such as the Department of Health , the Department of Industry and Trade, and the Department of Justice need to seriously consider it,” Mr. Ngoc said.

To create a real change, Mr. Nguyen Duy Ngoc, the city must firmly implement the operating principle agreed upon by the 13th Central Conference, which is: "Discipline comes first - Resources go together - Results are the measure". All efforts must be measured by specific, substantive results, not by formal reports.

In addition, we must take “removing institutional bottlenecks” as the top priority. First of all, we must share and exploit data to break the “separatist mindset”. At the same time, the “management” mindset must be decisively shifted to “creating and serving”. Data is the common property of the city. Sharing data is an order and a responsibility.

The Hanoi Secretary emphasized the need to put people and businesses at the center; take satisfaction and trust as the measure. It is necessary to resolutely digitize the entire process, deploy "one-stop - one-time declaration" public services on an interconnected data platform. The level of people's satisfaction, business development and social trust are the most accurate measures of success.

From the agreed directions and principles, Secretary Nguyen Duy Ngoc requested to concentrate all resources to completely complete 12 overdue tasks according to the Central's direction and 18 overdue tasks of the city.

Propose that the City Party Committee's Inspection Committee inspect and supervise the implementation of Resolution 57, supervise the implementation of the City Party Committee's directive conclusions, report on collectives and individuals with breakthroughs, creativity and efficiency, along with collectives and individuals lacking responsibility, violating digital discipline and information reporting regime.

Regarding data, the Hanoi Party Secretary assigned the Department of Science and Technology to preside over, work with, and request units that have not yet opened data to open data and connect immediately, to be completed in November. At the same time, the list of shared data of the city will be announced before December 31.

“Specialized databases must operate and ensure the criteria of “correctness - sufficiency - cleanliness - liveness - consistency - shared use”. The Director of Hanoi City Police is requested to take responsibility for the safety of the data system…”, said the Hanoi Secretary.
