
Expressing his gratitude to UNODC and Ms. Ghada Waly personally for their contributions to the close and good cooperation between Vietnam and UNODC, Ambassador Vu Le Thai Hoang said that this is a model of effective cooperation between a UN organization and a member state. This was clearly demonstrated through the success of the signing ceremony of the UN Convention against Cybercrime held in Hanoi at the end of October 2025. The Ambassador emphasized that this is a historic milestone in the joint efforts of the international community to perfect the global legal framework to respond to the increasingly complex challenges of cybercrime. Vietnam highly appreciates the coordination and technical support role of UNODC throughout the preparation process for the signing ceremony of the Convention, especially Ms. Waly's practical contributions as head of UNODC. At the same time, the success of the Convention's opening ceremony also opens up opportunities for Vietnam to contribute more strongly to multilateral processes in the next phase, especially the process of ratifying the Convention and negotiating and drafting documents to effectively implement the Convention.
Ms. Ghada Waly highly appreciated Vietnam's proactive and constructive participation in the negotiation process and preparation for the opening ceremony of the Convention, and congratulated and respectfully conveyed her sincere thanks to the senior leaders of Vietnam, the Ministry of Public Security , the Ministry of Foreign Affairs and relevant agencies of Vietnam for their great efforts to welcome the delegation of the UN Secretary General as well as more than 2,500 international delegates from all continents in the world. With 72 countries signing the Convention on October 25-26 and many more countries preparing to sign, Vietnam has made a historic opening ceremony of the UN, opening up many opportunities to promote global cooperation against cybercrime. She affirmed that the opening ceremony is a good start for the process ahead, in which UNODC will continue to accompany Vietnam in implementing the Convention, especially in the areas of capacity building, technical assistance and connecting international partners.
The two sides also discussed cooperation orientations to continue the success of the signing ceremony, including plans to organize a series of events to promote the Convention and encourage countries to quickly sign and ratify it so that the Convention can soon come into effect. Ambassador Vu Le Thai Hoang said that the Vietnamese Embassy in Austria is planning to organize the second Vietnam - Austria Technology Forum in Vienna with the theme of cyber security cooperation and hopes to coordinate with UNODC to successfully organize this event.
At the end of the meeting, Ambassador Vu Le Thai Hoang wished Ms. Ghada Waly success in her new working journey, and expressed his belief that the cooperative relationship between Vietnam and UNODC will continue to be strengthened, making practical contributions to the common efforts of the United Nations for peace , security and sustainable development of all mankind.
