The focus of the plan is to promote high technology in processing agricultural, industrial and food by-products as animal feed towards industrialization; at the same time increasing the value of use and economic efficiency. The application of technology in the production of biological products, herbs and natural compounds is identified as an alternative solution to antibiotics, improving productivity and product quality.
The province aims to proactively meet at least 95% of pig breeding needs and 85% of poultry breeding needs by 2030; over 60% of livestock product value will be produced according to good or equivalent processes. The scale of farm livestock farming strives to account for more than 65% of the total livestock herd, creating a strong shift from small-scale farming to commodity production.
In parallel, Bac Ninh focuses on developing livestock breeding industry using biotechnology, advanced selection techniques and public-private partnership model. Exploiting, preserving and developing native genetic resources towards goods associated with regional brands is also included in the core task, in order to create competitive advantages and serve agricultural tourism.
The plan also emphasizes the application of codes and barcodes to trace origins and manage seed quality; research digital technology to automate production processes, control supply chains and ensure food safety. Enterprises are encouraged to invest in the seed industry in the form of public-private partnerships, contributing to creating a high-tech livestock ecosystem in the province.
The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with departments, branches and commune-level People's Committees to guide, inspect and urge the implementation of mechanisms and policies to attract investment and support the development of livestock breeds and technologies. At the same time, organize training and propaganda on legal regulations related to animal feed and livestock breeds according to the Law on Animal Husbandry.
The province also strengthens solutions to support brand development and intellectual property protection for key livestock products; expands traceability; promotes production according to high-tech models and circular economy, contributing to improving productivity, quality, food safety and adapting to climate change.
