Total product growth rate in 9 months is estimated to increase by 8.61%

Reporting on the socio-economic situation at the regular meeting of the Provincial People's Committee in September 2025 held online to the People's Committees of communes and wards this morning (October 7), Director of the Department of Finance Trinh Thanh Hai said that the growth rate of gross regional domestic product (GRDP) in the third quarter is estimated to increase by 8.62% and in the first 9 months is estimated to increase by 8.61%, ranking 11th out of 34 provinces and cities and ranking 2nd in the North Central sub-region.

In the third quarter and September, the world situation continued to fluctuate in a complex and unpredictable manner, with many difficulties and challenges; all levels and sectors continued to implement many key tasks with a large amount of work; in particular, the province suffered three consecutive storms with heavy rain, strong winds, and a wide range of influence, causing severe damage to infrastructure, production activities and people's lives. However, in general, the socio -economic situation in the province in the third quarter and the first 9 months of the year achieved positive results.

Economic growth is quite good, the growth rate of gross regional domestic product (GRDP) in the third quarter is estimated to increase by 8.62% and in the first 9 months is estimated to increase by 8.61%, ranking 11th out of 34 provinces and cities and ranking 2nd in the North Central sub-region (after Hue city), higher than the increase of 8.49% in the same period in 2024, approaching the scenario of 8.96-9.61%.

Notably, the industrial and construction sector continues to maintain high growth momentum, estimated at 13.73% in 9 months, with the industrial sector alone increasing by 15.15%.

The service sector continued to maintain stability with a growth rate of 7.63%. Total retail sales of goods and consumer service revenue were estimated at VND130,365.9 billion, up 15.07% over the same period. Export turnover of goods was estimated at USD3.268 billion, up 40%. Total tourist arrivals reached about 8.81 million, up 5%, tourism revenue was estimated at VND10,520 billion, up 3%.

The agricultural, forestry and fishery sector was heavily affected by the impact of storms and floods, especially in the third quarter, which is the period of concentrated production for the summer-autumn crop. Many areas of crops were damaged, more than 30,000 hectares of rice were flooded and collapsed, affecting the output and productivity of crops. The output of exploited timber was estimated at 1.35 million m3, up 5.92% over the same period; the total output of aquatic products was estimated at 232,145 tons, up 6.25% over the same period. In the first 9 months, the agricultural sector grew by 3.35%, lower than the growth scenario of 4.55-4.56%, and in the third quarter alone, it only increased by 1.25%.

The state budget revenue has achieved remarkable results, with 20,015 billion VND realized in 9 months, up 13% compared to the estimate, up 30% compared to the same period. In the context of many economic difficulties, this is a remarkable result, demonstrating the efforts of all sectors and levels, especially the Tax sector, in revenue management.

Local budget expenditures were estimated at VND35,172 billion, reaching 83.5% of the estimate; of which, development investment expenditures were estimated at VND12,263 billion, reaching 125.5% of the estimate; regular expenditures were estimated at VND22,214 billion, reaching 70.7% of the estimate.

Regarding disbursement of public investment capital, as of September 30, 2025, the total public investment plan for 2025 has disbursed VND 4,624,269 billion, reaching 45.27% of the total plan and 50.99% of the plan assigned at the beginning of the year.

Regarding investment attraction: In the past 9 months, the province has approved investment policies/issued business registration certificates for 55 projects/total investment of 11,275.1 billion VND, adjusted for 147 projects, of which capital was adjusted for 42 projects/total investment increased by 22,560.9 billion VND. Total newly granted and increased investment capital is 33,836 billion VND.

Of which, FDI investment was newly granted to 15 projects with a total registered investment capital of 213.3 million USD (accounting for 27.3% of the number of projects and 48.1% of the total investment capital), adjusted capital for 14 projects/total investment increased by 655.8 million USD. Total newly granted and adjusted capital is 869.1 million USD.

In the province, 2,452 new enterprises were established (up 48.6% over the same period) with a total registered capital of VND 29,684 billion (up 65.04%); 616 enterprises resumed operations, equal to 96% of the same period.

The cultural and social fields continue to receive attention, effective implementation, and social security is ensured. The 2024-2025 school year program has been completed with many outstanding achievements; at the same time, key tasks for the new 2025-2026 school year have been well implemented. Labor supply-demand connection activities continue to be promoted (in the first 9 months of the year, the whole province has created jobs for 34,200 people, reaching 74.35% of the plan). The province has completed the Program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties; successfully organized many activities to celebrate major holidays.

The work of reviewing, arranging, streamlining the apparatus and organization of the two-level local government has been focused on ensuring progress, requirements and directions from the Central Government. After 3 months of operating the two-level local government, although there are still some difficulties, in general, the local government apparatus at the commune level has basically operated stably.

The fields of national defense, security, order and social safety are ensured; foreign affairs continue to be effectively implemented according to the set plan...
