On the evening of October 7, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province went directly to the border commune of Muong Tip to inspect the damage recovery situation caused by storm No. 10; at the same time, surveyed the planned locations to build resettlement areas for people in heavily affected areas.

Due to the impact of the storm, from the early morning of September 28 to September 30, in Muong Tip commune, there was prolonged heavy rain, causing flash floods and serious landslides, causing great damage to houses, agriculture and many infrastructure works.
The concrete road leading to Huoi Khi village was damaged for more than 500m, 4 culverts were washed away, making it impossible for people and vehicles to pass; 2 schools in the village were affected.

At Muong Ai Primary Ethnic Minority School, a 50m long, 2.5m high anti-erosion embankment was completely washed away, threatening the teachers' housing and sports field.
Along the Na My stream, many sections suffered serious landslides, endangering 50 households (250 people) and 2 schools with 47 students.

To soon stabilize the lives and production of the people, Muong Tip commune requested the province to support emergency repair costs, including: 3 billion VND to repair the road to Huoi Khi village; 1 billion VND to rebuild the embankment to prevent landslides at Muong Ai Primary School for Ethnic Minority Students and 3 billion VND to build embankments along the stream of Na My village, ensuring safety for residential areas and schools.
In addition to repairing damaged infrastructure, Muong Tip commune also proposed a project to relocate residents to the Xop Tip and Xop Phong hamlets to stabilize people's lives long-term against the risk of floods and landslides.
This is an area that is often heavily affected by heavy rains, rising and fast-flowing streams, and is sometimes completely isolated, causing difficulties in daily life, study, and access to healthcare.
Located between two large water sources, the Nam Mo River and the Nam Tip Stream, this cluster of villages is no longer safe for long-term use, especially for 18 households (98 people), including many students who have to cross the stream to get to school.
In order to ensure safety and stability of life, Chairman of the Provincial People's Committee Le Hong Vinh directly surveyed the new resettlement site in the old Border Guard Station area, located along Provincial Road 543D, about 2.5 km from the current residential area. This location has favorable conditions in terms of land, suitable for building houses and essential infrastructure works to serve daily life.
With an estimated total investment of about 19.5 billion VND, the project will provide long-term stability for 18 households (98 people) in the Xop Tip and Xop Phong hamlets, helping people settle down, feel secure in working, producing and staying close to the border.
Also in Muong Tip commune, Chairman of the Provincial People's Committee Le Hong Vinh and the working delegation surveyed Ta Do village.
The current location of Ta Do village suffered flash floods on July 21 and 27, 2025, causing severe damage to many houses. Up to now, people have not been able to repair the damage and cannot continue to live in the old location.

In addition, there are a number of households in the area that are at high risk of landslides and are not safe. The arrangement of on-site settlements is facing many difficulties due to lack of land, while all possible locations have been used. Therefore, the relocation of people to safe places with stable living and production conditions is an urgent requirement.
The new resettlement site is about 5 km from the current residential area, located on Provincial Road 543D. This area ensures housing construction and essential infrastructure for daily life.
The project is expected to accommodate 27 households with 120 people in Ta Do village, ensuring conditions of transportation, electricity and water. The total investment is about 19.5 billion VND, aiming to help people soon stabilize their lives, settle down and develop sustainably.
Chairman of the Provincial People's Committee Le Hong Vinh also inspected Muong Tip Kindergarten. During the flood in July 2025, the school was submerged in water. Here, he discussed renovation and upgrading plans to ensure school safety during floods.
Through the on-site inspection, Chairman of the Provincial People's Committee Le Hong Vinh acknowledged the proactive spirit, solidarity and overcoming difficulties of the government and people of Muong Tip commune in responding to and overcoming the consequences after the storm; at the same time, requested the authorities at all levels and sectors to continue to focus on overcoming the consequences of natural disasters and soon stabilize people's lives.

Through surveying planned resettlement sites, the head of the Provincial People's Committee also assigned relevant departments and branches to closely coordinate with Muong Tip commune in speeding up the progress of establishing, appraising and implementing resettlement projects, ensuring reasonable planning and population arrangement, ensuring sustainability and safety, and adapting to climate change.
