In Na Loi commune, the Chairman of the Provincial People's Committee visited the spillway over Nam Tam stream, part of the inter-commune route of Huoi Tu - Na Loi - Keng Du. This is a vital and unique traffic route, playing a particularly important role in socio -economic development, maintaining national defense and security in the border area.
In fact, during the annual flood season, especially after the recent impact of storm No. 3 (Wipha), Na Loi spillway is often deeply flooded, causing danger to people and vehicles. Every time the water rises, the road is cut off, traffic is congested, seriously affecting the lives, production and direction and management of the locality.

In recent years, due to frequent flash floods, the spillway has seriously degraded and is no longer safe. In this situation, the People's Committee of Na Loi commune proposed that the province pay attention to investing in the construction of a solid concrete bridge across Nam Tam stream, with a total estimated investment of 20 billion VND.
When completed, the project will serve the travel and trade needs of more than 9,000 people in Na Loi and Keng Du communes, while also meeting the operational requirements of the political system and armed forces in the area.

Directly surveying the scene and listening to the report of the local government, Chairman of the Provincial People's Committee Le Hong Vinh acknowledged the proactive and responsible spirit of Na Loi commune in grasping the situation and proposing solutions to overcome infrastructure bottlenecks that hinder development.
He emphasized the importance of ensuring smooth and safe traffic for people; thereby assigning relevant departments, branches and localities to urgently review and propose suitable and feasible investment plans.
During the working trip, Chairman of the Provincial People's Committee Le Hong Vinh directly visited and worked at the border commune of Keng Du. This is a remote, mountainous commune, more than 300 km from the center of Nghe An province, with a national border adjacent to Laos of 29.909 km long, managing national landmark No. 398.
Keng Du commune has a natural area of ​​9,824.07 hectares, a population of 5,020 people with 1,002 households, mainly Khmu and Thai ethnic groups living in 10 villages. The area is large, the terrain is rugged, transportation is difficult, the rate of poor households is still high (67.37%), near-poor 19.2%.
In recent years, Keng Du has been a locality frequently affected by natural disasters, especially flash floods and landslides. Currently, there are 3 villages in high-risk areas that need to be planned and resettled soon in the form of concentrated or mixed resettlement.
Huoi Cang village has 32 households with 174 people, located between the intersection of Huoi Soc stream and Huoi Phuon stream - an area where flash floods often occur, potentially causing great damage to people and property. The People's Committee of the commune proposed to urgently relocate all households to safe places in the form of concentrated resettlement, the expected location is in Huoi Loong area, with an area of ​​about 4.2 hectares (production forest land).
Keng Du village has 39 households with 168 people, many of whom live along the Nam Non river, which is often flooded when the flood rises. The commune proposed to relocate households to high, safe areas in the form of concentrated resettlement, the expected location is at Huoi Du stream (in Keng Du village), an area of ​​about 2.86 hectares, located in the protected forest area. Therefore, it is necessary to consider planning and changing the land use purpose according to regulations.
Huoi Le village has 18 households with 175 people. Cracks and landslides have appeared at the beginning of the village, with a high risk of flash floods and landslides threatening people's safety. The People's Committee of the commune proposed to relocate households in the form of on-site interspersing, with an expected area of ​​1.3 hectares (production forest land) to stabilize people's lives and production.
Directly surveying the actual situation at the scene, Chairman of the Provincial People's Committee Le Hong Vinh and leaders of departments, branches and local authorities carefully considered factors such as terrain, land fund, infrastructure, livelihood conditions... to select optimal locations for arranging and relocating residents away from areas at risk of landslides, flash floods and flash floods.
Regarding the work of relocating residents, the Chairman of the Provincial People's Committee emphasized the requirement to implement closely and methodically, ensuring long-term sustainability associated with essential infrastructure; especially the relocation of people to new residences must have a written commitment, ensuring voluntariness and consensus.

Regarding overcoming the consequences of natural disasters, in addition to the participation of superiors, the Chairman of the Provincial People's Committee also requested the commune to promote the "4 on-site" motto, such as proactively planting bamboo and suitable trees at landslide sites along traffic routes; the commune mobilized people to coordinate with military and police forces in the area to adjust and clear overflows on the roads to avoid causing erosion and damage to infrastructure.
On this occasion, Chairman of the Provincial People's Committee Le Hong Vinh visited, encouraged and grasped the operational situation at the Keng Du commune headquarters, especially the operations of the Public Administration Service Center.
Here, he acknowledged the efforts of the staff in difficult conditions, and shared with the local authorities about the difficulties in implementing administrative reform in the border area.

Currently, Keng Du commune is lacking officials with in-depth expertise in the judiciary. Suggesting an administrative reform model in Kim Lien commune when Party officials support the government in handling administrative procedures for the people, the Chairman of the Provincial People's Committee suggested that the commune consider arranging competent officials working in the Party to support the judiciary. When the administrative apparatus operates stably, the positions will be arranged and transferred appropriately according to regulations. He also requested the locality to gradually improve the professional qualifications of civil servants.
In response to the proposal of Keng Du commune to allow the establishment of specialized departments under the People's Committee of the commune, including: Economic Department, Cultural - Social Department and Office of People's Council - People's Committee, the Chairman of the Provincial People's Committee said that in the near future, specialized departments will be established in the communes that have not merged in the past.
With special climate and soil conditions, Chairman of the Provincial People's Committee Le Hong Vinh also suggested that the commune develop suitable economic models to exploit potential, develop the economy, and improve people's lives.
