Regular meeting of the City People's Committee in June 2025: Ready to operate the two-level local government model from July 1, 2025

(Haiphong.gov.vn) – On the morning of June 27, Chairman of the City People's Committee Nguyen Van Tung chaired the regular meeting for June 2025. The meeting was held in a combination of in-person and online formats, connecting with 50 communes, wards, and special zones in the city.

Attending the meeting were Chairman of the City People's Council Pham Van Lap; Head of Hai Phong Economic Zone Management Board Le Trung Kien; leaders of relevant departments, agencies and units.

In the first 6 months of 2025, Hai Phong carried out the task of socio-economic development in the context of both restructuring provincial and communal administrative units and streamlining the administrative apparatus with a large amount of work. However, the city still excellently completed quite comprehensively the set targets and tasks.

Notably, the gross regional domestic product (GRDP) increased by 12.13%, nearly reaching the annual plan (12.5%). The industrial production index (IIP) is estimated to increase by 15.2% over the same period. In particular, the state budget revenue reached VND 77,319 billion, up 27.1% over the same period; equal to 65.9% of the central budget estimate and 65.5% of the city People's Council's budget estimate, reaching 59.7% of the target. Of which, domestic revenue is estimated at VND 38,647 billion (up 29.4%), equal to 75.8% of the central budget estimate and the city People's Council's budget estimate, reaching 70.3% of the target; revenue from import-export activities is estimated at VND 38,077 billion (up 26.9%), equal to 60.7% of the central budget estimate and the city People's Council's budget estimate, reaching 54.3% of the target.

Total social investment capital is estimated at VND107,973 billion, up 18.28% over the same period, reaching 45% of the yearly plan. Cargo output through the port reached 86.33 million tons, up 11.95%, reaching 40.72% of the plan. Export turnover is estimated at USD17.6 billion, up 3.32%, reaching 47.56% of the plan. The number of tourists reached 5.25 million, up 18.78%, reaching 52.5% of the yearly plan.

Notably, Hai Phong city has effectively expanded economic development space, innovated the growth model, and restructured the economy towards developing three main pillars: high-tech industry; seaports - logistics; tourism - trade.

The city was approved by the National Assembly to replace Resolution 35 on piloting a number of specific mechanisms and policies for the development of Hai Phong, creating a favorable legal corridor to attract investment and promote growth. Along with that, the city has established the Southern Coastal Economic Zone; newly established 6 industrial parks, 2 industrial clusters; completed 4 ports in Lach Huyen; promoted investment attraction to develop the logistics sector; implemented the high-speed railway project on the Lao Cai - Hanoi - Hai Phong route... contributing to creating a driving force for sustainable and long-term economic development for the city.

The meeting was connected online to 50 communes, wards and special zones of Hai Phong.

In particular, Hai Phong is one of the leading localities in the country in the work of reorganizing and streamlining the apparatus in the political system. The city has basically completed the merger with Hai Duong province, reorganizing 50 commune-level administrative units and officially put the two-level local government model into operation from July 1, 2025.

The fields of culture, society, foreign affairs, and regional connectivity continued to flourish, achieving many positive results. National defense and security were maintained and stabilized; long-standing, complicated cases were focused on and basically resolved, contributing to strengthening people's trust.

However, in addition to the outstanding results, some targets have not yet met expectations, and efforts need to be continued in the last 6 months of the year. Specifically, foreign investment attraction is estimated at 1,085 million USD, down 7.99% over the same period, reaching only 27.13% of the annual plan. Disbursement of public investment capital is still slow, reaching only 6,425 billion VND, equal to 25.3% of the plan.

Chairman of the City People's Committee Nguyen Van Tung requested all levels, sectors, wards, communes, and special zones to complete preparations so that the two-level local government can officially come into operation from July 1.

Concluding the meeting, Chairman of the City People's Committee Nguyen Van Tung emphasized that from July 1, the new Hai Phong city and the two-level local government model officially came into operation. This is a historical milestone, of special significance in the city's development process.

The Chairman of the City People's Committee requested all levels, sectors, wards, communes, and special zones to prepare well and carefully for the Ceremony to announce the Decision of the National Assembly Standing Committee on the merger of Hai Duong province and Hai Phong city; and to announce the Decision of the Politburo on the establishment of the new Hai Phong City Party Committee. At the same time, urgently complete the necessary work so that the two-level local government can officially operate effectively from July 1, ensuring smooth, effective, and efficient operations, meeting the development requirements in the new period./.
