Tuyen Lam is a border commune, where ethnic minorities live, formed on the basis of merging the entire natural area of two communes Lam Hoa and Thanh Hoa , with a total area of 235.2 km2, including 11 villages and hamlets (6 hamlets and 5 villages).
At the working session, representatives of Tuyen Lam commune leaders reported to the working delegation of the Provincial People's Council Standing Committee about the advantages and difficulties when operating the 2-level local government model.
Accordingly, after more than a week of operation, the administrative apparatus of Tuyen Lam commune has been operating stably, gradually meeting the needs of serving the people. This is a positive signal, demonstrating the efforts of the Party Committee, the government and the team of cadres and civil servants of the commune in the initial stage of implementing new tasks. The Public Administration Service Center, the Office of the People's Council and People's Committee, and the specialized departments and offices of the commune have promptly resolved the records and procedures for the people.
In addition to the initial positive results, Tuyen Lam commune is also facing some difficulties and problems such as: The software for managing the land and construction sectors has not been fully connected; it is impossible to receive online records in the fields of justice and civil status; the professional software in the fields of economics , infrastructure, agriculture and environment often has errors and runs slowly. Another major challenge is that the current office of the commune has seriously degraded; during the rainy season, water often floods into the offices.
To overcome the shortcomings and improve the quality of operations after the merger, the leaders of Tuyen Lam commune have recommended that competent authorities consider and synchronously implement solutions. Specifically, it is necessary to soon complete the online public service system and synchronize civil status data; regularly train officials to grasp the process of handling administrative procedures, and improve professional capacity through specialized training courses in each field.
Regarding infrastructure, the commune leaders proposed that the Department of Science and Technology support investment and reinstall the broadcasting system to ensure information and propaganda work. At the same time, the commune leaders also requested the Department of Home Affairs to provide specific guidance on building a profile to implement policies for non-professional staff.
Concluding the working session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang commended, acknowledged and highly appreciated the solidarity, efforts and endeavors of the Party Committee and the communal government in operating the 2-level local government model. At the same time, he requested that the commune continue to focus on reviewing and synthesizing difficulties and problems in the operation process; proactively overcome and resolve them, and if they are beyond their authority, report to the departments and branches for joint resolution.
The Chairman of the Provincial People's Council requested relevant departments, agencies and sectors to urgently implement solutions on overall land use planning, considering this as the foundation for synchronous development. Along with that, it is necessary to urgently build infrastructure, improve the living environment and residential areas to improve the quality of service for the people; the orientation of sustainable development is always associated with caring for the lives of ethnic minorities in remote areas, ensuring social justice and leaving no one behind in the development process.
Previously, the delegation offered incense at the Len Ha Cave National Historical Site on the occasion of the 78th anniversary of War Invalids and Martyrs Day. Len Ha Cave is located in the Len Ha Mountain area, Tuyen Lam Commune, Quang Tri Province, marking the heroic feats and noble sacrifices of officers and soldiers of the A69 Base Station, Company 9, Regiment 134, Information Corps during the resistance war against the US to save the country.
