At the meeting, representatives The Department of Legal Affairs said that, based on the Party and State's documents on legal dissemination and education (LLE) and policy communication as well as the instructions and plans of the Central Council for Coordinating the Dissemination and Education of Law, the Ministry of Natural Resources and Environment (MONRE) has issued the Ministry's annual Law Dissemination and Education Plan.
Regarding Decision No. 407/QD-TTg dated March 30, 2022 approving the Project "Organizing policy communication with great impact on society in the process of developing legal documents for the period 2022 - 2027" and Decision No. 977/QD-TTg dated August 1, 2022 approving the Project "Enhancing people's capacity to access the law", the Ministry of Natural Resources and Environment has closely followed the content and organized the integration of legal dissemination methods, policy communication, and enhancing people's capacity to access the law with activities and events of the natural resources and environment sector.
According to the representative of the Legal Department, the work of legal dissemination, policy communication and enhancing people's ability to access the law continued to have strong and positive changes, in which the most obvious is that the whole industry has a fuller and deeper awareness of the position and role of this work in social life, truly becoming a bridge to bring the law into life, contributing to improving the effectiveness and efficiency of state management of natural resources and environment.
The Council for Coordinating Legal Dissemination and Education of the Ministry of Natural Resources and Environment has closely followed its assigned tasks and powers, effectively performed its advisory and consulting functions in implementing legal dissemination and education work, communicating policies and enhancing people's ability to access the law.
The coordination in implementing the tasks of legal dissemination, policy communication and enhancing people's access to the law is increasingly tight, systematic and effective. The standing agency and members of the Legal Dissemination and Coordination Council seriously carry out their assigned responsibilities, promote their roles and actively implement legal dissemination activities, policy communication and enhance people's access to the law. In 2022 and the first 5 months of 2023, socio-political organizations will continue to promote and clearly demonstrate their roles, effectively implement legal dissemination, policy communication and enhance people's access to the law on natural resources and environment for cadres and members.
The content and form of legal dissemination, policy communication and enhancing people's legal access capacity on natural resources and environment have been innovated, focused, key points, and basically suitable for each target group. The compilation and publication of popular documents, propaganda on mass media, and application of information technology have brought about positive propaganda effects. In particular, there has been proactive integration of legal dissemination, policy communication and enhancing people's legal access capacity at events of the natural resources and environment sector.
Also at the meeting, representatives of units of the Ministry of Natural Resources and Environment discussed and gave opinions on the actual situation of implementing policy communication and legal dissemination activities at the units.
Through discussion, most units said that, besides the achieved results, the funding for legal dissemination, policy communication and enhancing people's access to the law is currently limited, especially the allocation of funding from the State budget; Human resources are still lacking, civil servants perform their duties in a part-time manner, so they have little opportunity and time to invest in cultivating and improving legal knowledge and legal dissemination skills...
Speaking at the meeting, Mr. Le Ve Quoc, Director of the Department of Legal Dissemination and Education (Ministry of Justice), Head of the Secretariat assisting the Central Council for Coordinating Legal Dissemination and Education, said: The model and method of disseminating and disseminating legal knowledge and education of the Ministry of Natural Resources and Environment before, during and after the promulgation of important legal documents of the sector is a bright spot. Such a methodical and complete implementation will help the work of disseminating and disseminating legal knowledge and education of the natural resources and environment sector to be effective and substantive.
However, like many other units, balancing the actual financial needs and budget allocation for propaganda and legal dissemination work of the Ministry of Natural Resources and Environment still has many difficulties. In the coming time, the Central Council for Legal Dissemination Coordination hopes that the Ministry's financial unit will accompany and share with specialized units in allocating budget for this activity.
