On the afternoon of October 24, at the Ministry of National Defense Headquarters (Hanoi), General Phan Van Giang presided over the official welcoming ceremony for Senior Lieutenant General Truong Huu Hiep and members of the delegation.

Immediately after the welcoming ceremony, the two sides held talks. Warmly welcoming Senior Lieutenant General Truong Huu Hiep, Vice Chairman of the Central Military Commission of China and the delegation on an official visit to Vietnam, Senior General Phan Van Giang emphasized that, along with the recent friendly visits between senior leaders of the two Parties, two States and two Armies, the official visit to Vietnam by the Vice Chairman of the Central Military Commission of China is a vivid manifestation of the increasingly close relationship and increasingly strong political trust between the two Parties, two States and Armies of Vietnam and China.

General Phan Van Giang expressed his belief that the visit will be a great success, contributing to implementing the common perception and strategic guidance of the two countries' senior leaders, creating a new step of development for the cooperative relationship between the two countries' armies.

General Phan Van Giang affirmed that Vietnam always considers developing friendly and cooperative relations with China an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy; always cherishes and remembers the wholehearted and righteous assistance of the Party, Government , Army and people of China in the past years of fighting for national independence and in the cause of building socialism and developing the country today with the motto of "16 words" and the spirit of "4 goods". The two sides stand side by side to persevere on the path to socialism in accordance with the situation of each country, towards the "Vietnam-China Community of Shared Future of Strategic Significance".

Minister of National Defense Phan Van Giang emphasized that, on the basis of the good relationship between the two Parties and two countries, the Vietnam-China defense relationship has always been identified as one of the important pillars, constantly expanding, increasingly going into depth and substance, actively contributing to realizing the common perception of the two countries' senior leaders.

Accordingly, the two sides have maintained delegation exchanges and contacts at all levels, especially at high levels; coordinated to successfully organize the 8th Border Defense Friendship Exchange, etc., thereby further enhancing mutual understanding and trust, contributing to concretizing the direction of "higher political trust". Land border cooperation continues to be strengthened, truly a bright spot, directly contributing to building a peaceful, friendly, cooperative, and mutually developing border.

Cooperation between the Navies and Coast Guards of the two countries continues to be promoted. Cooperation in areas such as education and training, strategic research, exchange and research between schools and military academies, United Nations peacekeeping, military medicine, etc. is regularly, practically and effectively implemented. Along with that, the two sides continue to closely coordinate, consult and support each other at multilateral regional and international defense cooperation forums and mechanisms.

In the coming time, General Phan Van Giang suggested that both sides continue the pivotal role of the Army in the overall relationship between the two countries; promote cooperation in the following areas: Maintain regular high-level contacts, cooperation mechanisms such as Border Defense Friendship Exchange; hotline between the two Ministries of Defense and Navy; Defense Strategy Dialogue at the level of Deputy Minister/Deputy Chief of Staff of the Joint Staff of the two countries, etc.

At the same time, the two sides will continue to further strengthen cooperation in party work, political work, and exchanges of young officers; research and promote cooperation in defense industry and military trade; expand cooperation in human resource training, scholar exchange, logistics, military medicine, especially traditional medicine, United Nations peacekeeping operations, and response to non-traditional security challenges; promote exchanges and experience sharing in the field of digital transformation in the military, etc.

Regarding maritime issues, Minister Phan Van Giang emphasized that Vietnam's consistent stance is to resolve all disputes and disagreements by peaceful means, on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), fully implement the Declaration on the Conduct of Parties in the East Sea (DOC); and hope to soon negotiate and agree on a Code of Conduct in the East Sea (COC) that is substantive, effective, in accordance with international law, and beneficial to the parties concerned.

In December 2024, on the occasion of the 80th anniversary of the founding of the Vietnam People's Army and the 2nd Vietnam International Defense Exhibition, the leaders of the Vietnamese Ministry of National Defense respectfully welcomed the leaders of the Chinese Ministry of National Defense to attend the above activities in Vietnam.

Thanking General Phan Van Giang for taking the time to welcome him, Senior Lieutenant General Truong Huu Hiep expressed his excitement at the achievements in the cause of building socialism that Vietnam has achieved. Senior Lieutenant General Truong Huu Hiep affirmed that the Vietnam - China relationship is a special relationship, the friendship that generations of leaders of the two countries have worked hard to cultivate has become a valuable common asset of the two peoples, contributing to maintaining the trend of stable development of the traditional friendship between Vietnam and China, bringing practical benefits to the people of the two countries. Implementing the common perception of the leaders of the two parties and two states, over the past time, the Vietnam - China defense cooperation has gone into depth, efficiency, practicality, and increasingly developed steadily.

At the end of the talks, the two sides signed documents including: Letter of Intent between the Vietnamese Ministry of National Defense and the Chinese Ministry of National Defense on enhancing defense cooperation; Border cooperation agreement between the Vietnamese Ministry of National Defense and the Chinese Ministry of National Defense.


General Phan Van Giang and Senior Lieutenant General Truong Huu Hiep witnessed the signing of documents by representatives of the two countries' Defense Ministries.

Before attending the welcoming ceremony chaired by General Phan Van Giang, Senior Lieutenant General Truong Huu Hiep and members of the Chinese delegation laid wreaths and visited the Ho Chi Minh Mausoleum; visited the Ho Chi Minh Relic Site at the Presidential Palace…/.
