Communes and wards have organized and arranged staff and civil servants in accordance with the new situation; continued to perfect working regulations and coordination between specialized departments to ensure the implementation of tasks in accordance with regulations.

However, the implementation process also encountered many difficulties and problems, especially in terms of public service equipment, office buildings, unsynchronized public administration software, and a lack of human resources in some positions, especially in one-stop shops or areas with large populations. Some communes and wards have not yet completed the renaming of villages and residential groups; the work of updating data related to population, household registration, and social insurance is still slow due to the lack of specific instructions after the merger.
The Department of Home Affairs recommends that the Provincial People's Committee direct departments and branches to promptly support essential equipment such as computers, printers, tables and chairs, and shared software for communes and wards. Accelerate the guidance on standard procedures for one-stop shops and specialized management software. Have a financial support mechanism to help localities stabilize operations soon, especially in the preparation phase for organizing the grassroots Party Congress for the 2025-2030 term.
At the meeting, leaders of communes and wards reported on some difficulties in the operation of the two-level local government model after the merger. Many localities encountered difficulties in handling land procedures and granting land use right certificates to people; compensation and site clearance work at some projects were still behind schedule.

Issues related to education and health care in some communes and wards were also raised, especially the lack of human resources and the lack of facilities compared to the area after the merger. Ham Thuan Nam commune in particular has difficulty in managing equipment and surplus assets after the merger of units, and there is no clear direction for handling...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Trong Yen acknowledged and highly appreciated the proactive spirit and determination of the communes and wards in the process of implementing the 2-level local government model. He emphasized that despite many difficulties, the localities have basically operated the new apparatus, ensuring stable operations and serving the people.

In response to specific opinions and recommendations raised at the meeting, the Vice Chairman of the Provincial People's Committee assigned specialized departments and branches to accompany, guide, inspect and supervise the implementation process. At the same time, he proposed to soon compile a professional manual, establish Zalo groups to connect and support between the province and the grassroots, in order to increase sharing and promptly remove practical difficulties. Regarding the preparation for the Party Congresses at the commune and ward levels for the 2025-2030 term, the Vice Chairman of the Provincial People's Committee requested that local Party committees and authorities need to have specific directions, concise, easy-to-understand, easy-to-implement documents, closely following the direction of the Central Government, the province and the practical situation of the locality.
Regarding difficulties in operation, the Vice Chairman of the Provincial People's Committee requested departments and branches to provide clear instructions, issue regulations and conclusions in writing for implementation, ensuring clear responsibilities between levels. Especially, in the field of land, without support from departments and branches and strong direction from the Provincial People's Committee, it will be very difficult for localities to implement due to mechanisms, policies and authority.
Regarding personnel work, he emphasized the need for flexibility in the arrangement and use of staff, especially in positions that are lacking such as accounting and information technology. The arrangement of staff, civil servants and public employees must be appropriate to the job position and professional capacity, ensuring real efficiency. At the same time, continue to implement policies for redundant staff in accordance with regulations.
Regarding financial facilities, he requested the Department of Finance to be flexible in allocating resources, not making people have to travel dozens of kilometers to complete administrative procedures due to lack of equipment and headquarters. Regarding surplus public assets, land, and headquarters, the Vice Chairman of the Provincial People's Committee assigned the Department of Finance to preside over the review and advise the Provincial People's Committee to allocate promptly, avoiding the situation of "if you can't manage it, then ban it"...
