On the afternoon of October 11, in Quang Nam province, Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh, Head of Working Group No. 1 on inspection, urging, removing difficulties and obstacles, and promoting disbursement of public investment capital, had a working session with leaders of 5 localities: Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai and Binh Dinh.
Quang Nam and Quang Ngai disbursements below the national average
Deputy Minister of Planning and Investment Do Thanh Trung said that by the end of September 30, public investment of localities under Working Group No. 1 was VND25,746.9 billion, reaching 46.21% of the plan assigned by the Prime Minister, lower than the average disbursement rate of the whole country (47.29%) and lower than the rate of provinces in the North Central and Central Coast regions (52.99%).
Specifically, Thua Thien Hue disbursed 4,068.4/6,957.9 billion VND, reaching 58.47%. Da Nang disbursed 3,520/7,291.9 billion, reaching 48.27%. Quang Nam disbursed 2,672.9/6,520.6 billion, reaching 40.99%. Quang Ngai disbursed 2,305.3/6,902.9 billion, reaching 33.40% and Binh Dinh disbursed 5,456.1/7,865.7 billion, reaching 69.37%.
Thus, Thua Thien Hue, Da Nang and Binh Dinh have disbursement rates higher than the national average while Quang Nam and Quang Ngai are below the average.
Five localities have raised difficulties and obstacles in implementing public investment disbursement in 2024 such as: Determining land origin and land price is still difficult; people have not agreed with the compensation and resettlement plan, still have questions and complaints about land compensation prices; The new Land Law has been issued, many projects have to recalculate site clearance costs according to new regulations.
In addition, there are reasons related to the project management capacity of the investor and the project implementation capacity of the contractor; difficulties in the lack of soil for filling the foundation and construction sand.
In addition, the specific characteristics of the Central coastal provinces such as the last months of the year are often the rainy and stormy season, the high risk of landslides also affects the construction of many projects...
Removing difficulties to speed up disbursement progress
To facilitate the disbursement of public investment capital, localities have proposed to remove difficulties. Specifically, Quang Nam proposed that the Ministry of Transport pay attention to allocating capital to invest in projects including: National Highway 1 through the province; National Highway 14D; National Highway 14G; National Highway 14B; National Highway 40B; National Highway 14H.
Thua Thien Hue proposed to consider decentralization and assign responsibility to localities in the process of project establishment and appraisal and construction design establishment and appraisal to speed up the preparation progress for national relic restoration projects.
Da Nang proposed to consider adding the project to upgrade and expand National Highway 14G (section from National Highway 14B to Lam Quang Thu Primary School) to the list of national highway and expressway projects passing through localities, assigning the provincial People's Committee as the managing agency and using investment capital from the local budget.
Binh Dinh province proposed to consider and report to competent authorities for the policy of supporting localities in implementing the construction of the Quy Nhon - Pleiku expressway.
In addition, Quang Nam and Quang Ngai also requested the Ministry of Planning and Investment to synthesize and submit to competent authorities for consideration and adjustment to reduce the central budget investment plan for 2024 assigned by the Prime Minister to localities.
In his concluding remarks, Permanent Deputy Prime Minister Nguyen Hoa Binh requested that leaders of ministries and branches take note of and accept opinions and recommendations from localities to take measures to resolve issues beyond their authority, and propose the National Assembly and Prime Minister to consider issues beyond their authority.
The Deputy Prime Minister also welcomed Quang Nam for focusing on removing difficulties and proactively establishing many special working groups to urge and direct projects.
According to the Deputy Prime Minister, in the coming time, the trend of material prices will continue to increase, so localities must determine and have plans to proactively source raw materials, not to be passive.
“No matter how difficult it is, localities must strive to complete the public investment disbursement targets assigned by the Government. To complete the target, localities need to closely follow the documents and instructions of the Government. Secretaries of provinces and cities must strengthen management and direction more drastically, considering this a political task that must be completed,” the Deputy Prime Minister emphasized.
