Briefing on the socio-economic situation update, Deputy Prime Minister Le Minh Khai said that in May and the first days of June, in the face of the complicated developments in the world, the economy was doubly impacted, having to withstand pressure from both inside and outside, the Government and the Prime Minister directed the synchronous, drastic and effective implementation of tasks and solutions and achieved positive results.
The macro economy is basically stable; inflation is under control (CPI continues to decrease, averaging 3.55% in the first 5 months); major balances of the economy are ensured.
The index of industrial production (IIP) in May increased by 2.2% compared to April and by 0.1% compared to the same period last year; the agricultural sector developed stably; trade and services continued to recover rapidly.
Disbursement of public investment capital in the first 5 months reached 22.2% of the plan, equivalent to the same period in 2022, but the absolute number was 41 trillion VND higher; FDI attraction in May reached nearly 2 billion USD, 2.2 times higher than the same period.
The number of newly established and re-established enterprises reached about 95,000. The fields of culture, society, environment, national defense, security, and foreign affairs were focused on and strengthened. International organizations continued to positively assess Vietnam's economic prospects.
Besides, the Deputy Prime Minister also acknowledged that there are still many limitations, shortcomings and difficulties and challenges from both inside and outside, as many National Assembly delegates have pointed out.
Administrative procedure reform associated with digital transformation achieves outstanding results
Going into specifics, the Deputy Prime Minister said that recently, the situation of workers losing their jobs and having their working hours reduced has occurred locally in some localities and in some industries; in the first 5 months of the year, 510,000 workers were affected, of which 279,000 workers were laid off or lost their jobs. The delay in payment, evasion of payment and withdrawal of social insurance at one time has increased...
Therefore, in the coming time, the Government will focus on directing the synchronous implementation of solutions to remove difficulties and obstacles, overcome supply chain disruptions, promote production and business, ensure the maintenance and creation of more jobs for workers. The Government will implement a roadmap for wage reform; develop a plan to adjust the regional minimum wage appropriately. At the same time, continue to review, complete and effectively implement social security policies, support workers in difficulty; report to competent authorities on new support mechanisms and policies when necessary.
Regarding administrative procedure reform and digital transformation promotion, from 2021 to present, nearly 400 administrative procedures and more than 2,200 regulations related to business activities have been reduced and simplified. In particular, administrative procedure reform associated with digital transformation has achieved outstanding results: integrating and providing more than 4,400 online public services on the National Public Service Portal and 21/25 essential public services; the digitization of records and results of handling administrative procedures has been promoted.
In the coming time, the Government will continue to direct the focus on reviewing, cutting down, and simplifying administrative procedures, especially regulations that are barriers to production and business (by 2025, reduce at least 20% of regulations and 20% of compliance costs).
Regarding the enhancement of decentralization and delegation of power associated with resource allocation, improving the effectiveness and efficiency of State management, the Deputy Prime Minister said that in the coming time, the Government and the Prime Minister will direct ministries, branches and localities to continue to focus on synchronously and drastically implementing solutions to promote decentralization and delegation of power, and allocate appropriate resources associated with strengthening inspection, supervision and control of power.
In particular, continue to effectively implement 5 main groups of tasks and solutions on promoting decentralization and delegation of power; submit to the National Assembly on continuing to promote decentralization and delegation of power, especially in the fields of public investment, construction, industrial land, rice land, forest land, etc.
Thereby, contributing to enhancing the role and direct responsibility of ministries, branches, localities, especially leaders in State management and implementing the set socio-economic development goals and tasks.
Regarding increasing social labor productivity, in the coming time, the Government and the Prime Minister will direct to continue to rapidly develop human resources, especially high-quality human resources. Focus on developing soft skills, foreign languages, digital skills, adapting to the development trend of technology, developing digital economy, green economy, circular economy. Along with that, promote research, development and application of science and technology...
The Deputy Prime Minister also proposed many solutions to review and improve institutions and laws, remove difficulties and obstacles, and promote production and business.

Regarding the handling of the situation of cadres shirking, avoiding, and fearing responsibility, the Deputy Prime Minister said that cadre work is a key task of the entire political system, and is one of the decisive factors contributing to the great and historic achievements of our country.
Thanks to the attention and leadership of Party committees and authorities at all levels from central to local levels, in general, the capacity and quality of the team of cadres, civil servants and public employees have been increasingly improved.
However, recently, there has been a situation where a number of cadres and civil servants have avoided and pushed their work; have a mentality of apprehension, fear of making mistakes, fear of responsibility, do not dare to advise, propose to handle work, and do not decide on work within their authority.
There are cases of pushing work to higher levels or to other agencies, lacking close, timely and effective coordination between ministries, agencies and localities, mainly in the fields of public investment, land management, real estate, public procurement, investment, valuation, provision of services directly related to people and businesses...
This situation leads to prolonged work processing, waste of time, resources, development opportunities, reduces the effectiveness and efficiency of State management, hinders the direction and operation of authorities at all levels; in some places, it is very stagnant, reduces the trust of people and businesses in State agencies, affecting the implementation of the set socio-economic development goals.
Therefore, in the coming time, the Government and the Prime Minister request all levels, sectors and localities to focus on overcoming the above-mentioned limitations, shortcomings and weaknesses; thoroughly grasp and continue to fully and seriously implement the regulations of the Party and State.
Strengthen decentralization and delegation of authority associated with individualization of responsibility, promote the responsibility of leaders; resolutely not allow shirking or evasion of responsibility.
Along with that, it is necessary to strengthen the inspection and examination of public service activities, especially surprise inspections and examinations; promptly commend and reward organizations, individuals, agencies, collectives, cadres and civil servants who are resolute in performing public duties, completing their tasks well, daring to speak, daring to think, daring to do, being proactive and creative for the common good.
At the same time, promptly review, handle, replace or transfer to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, push away, or lack responsibility.
