Speaking at the groundbreaking ceremony, Mr. Vo Van Minh, Chairman of Binh Duong Provincial People's Committee, said that the Ho Chi Minh City Ring Road 4 project is a national key traffic project with a total length of about 207 km; of which the section through Binh Duong province is 47.8 km long, with a scale of 8 complete expressway lanes, and a design speed of 100 km/h.
Phase 1 of the project is invested in a full 4-lane highway, including a continuous emergency lane with a roadbed width of 25.5 m, a design speed of 100 km/h. Of which, the investment in the section from VSIP 2A Industrial Park to My Phuoc 3 Industrial Park is synchronized with a scale of 62 m, 10 lanes, a design speed of 80 km/h; investment in allocating interconnecting and direct intersections and building parallel roads on both sides of the route to ensure the technical factors of the highway and regional traffic connections.
When Ho Chi Minh City Ring Road 4, passing through Binh Duong province, is completed, it will connect with Ho Chi Minh City Ring Road 3 and Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, playing a very important role in the circulation and transportation of goods, serving the requirements of socio -economic development; connecting provinces and cities, promoting the development of satellite cities and expanding new development space, creating momentum for industrial, urban, commercial and service development, ensuring national defense and security for the entire southern key economic region...
The consortium of Became IDC Corporation, Infrastructure Development Joint Stock Company (Becamex IJC) and Deo Ca Group Joint Stock Company won the bid for the construction project of Ho Chi Minh City Ring Road 4 (section through Binh Duong) under the public-private partnership (PPP) method.
Requirements to ensure progress, technique and quality
Speaking at the groundbreaking ceremony, Deputy Prime Minister Mai Van Chinh highly appreciated the local results in starting the construction of Ho Chi Minh City Ring Road 4.
In order for the project to be completed on schedule, ensuring quality and safety with the goal of completing the project in 2027, the Deputy Prime Minister requested the current People's Committee of Binh Duong province and the People's Committee of Ho Chi Minh City (after the merger) to focus on directing investors, supervision consultants and contractors to promote the highest sense of responsibility, implement projects to ensure progress, quality and safety. Absolutely comply with technical requirements and legal regulations, not allowing corruption, waste and negativity to occur.
The Deputy Prime Minister requested that the Central Ministries and Branches be resolute in managing and controlling quality and progress, removing difficulties and obstacles during the project implementation process, ensuring that the projects are completed on schedule and with required quality.
In addition, the Deputy Prime Minister also requested Binh Duong and Ho Chi Minh City to carry out site clearance and technical infrastructure relocation; pay special attention to resettlement work, support production stabilization so that people have new places to live, new jobs, and new livelihoods that are at least equal to and better than the old places...
On this occasion, the People's Committee of Binh Duong province also held the inauguration ceremony of DT 743, DT 746 and DT 747B routes and presented the Prime Minister's decision on the establishment of the Concentrated Information Technology Park and the decision of the Provincial People's Committee on approving the investment policy and approving the investor for THADICO Binh Duong Industrial Park Development Investment Company Limited (investor of the Mechanical Industrial Park project).
