
The set of documents is expected to become a "common handbook" to help banks synchronize processes, improve prevention efficiency, protect customer rights and the reputation of the entire industry.
Speaking at the meeting to deploy the “Handbook on coordination to support risk handling for accounts/cards/payment acceptance units related to money transfer and payment transactions suspected of fraud, forgery, and scams” on October 21, Dr. Nguyen Quoc Hung, Vice President and General Secretary of the Vietnam Banks Association, emphasized the importance of strengthening coordination between banks to prevent and promptly handle increasingly sophisticated fraud and scam cases.
In recent years, online fraud and counterfeiting of accounts and cards have become increasingly complex. High-tech criminals are constantly changing their tactics, taking advantage of loopholes in digital transactions, making it difficult to handle and recover assets.
Faced with that situation, the Banking Association has proactively proposed to develop a Handbook for coordination in supporting risk handling, aiming to create a common framework to help credit institutions act in a unified, quick and legal manner.
According to Mr. Nguyen Quoc Hung, the Handbook is not a legal document, but is formed on a solid legal foundation from decrees and circulars of the State Bank and internal regulations of each bank. The drafting process took place over nearly two years, through many rounds of extensive consultation from member banks, management agencies and relevant ministries and branches.
Based on the policy set out in 2023, the Banking Association has closely coordinated with the State Bank Payment Department, the Inspection and Supervision Agency, the Information Technology Department, NAPAS and the Card Association to develop a specific coordination process framework.
The draft Handbook went through four rounds of editing, collecting comments from the Ministry of Public Security, the Ministry of Justice, the Supreme People's Procuracy , and the Supreme People's Court. By August 2025, the Association Council had approved it with 12/13 votes in agreement and officially issued it under Decision No. 71/QD-HHNH dated September 30, 2025.
Unified handling instructions, enhanced initiative
The handbook clearly stipulates the coordination process between banks, payment intermediaries and payment acceptance units when detecting suspicious transactions. Information exchange is carried out through NAPAS and the Association's official communication channels, to ensure speed and confidentiality.

One of the notable points is the regulation on processing time within T+3, which is a maximum of 3 days from the time of detecting an unusual transaction. “In the digital environment, money moves very quickly. Without timely coordination, blocking and recovery is almost impossible,” Dr. Nguyen Quoc Hung analyzed.
He affirmed that the Handbook does not replace current legal regulations but acts as an “action map”, guiding banks to handle internal procedures correctly, in accordance with circulars and decrees of the Government and the State Bank. Prevention is not only stopping the flow of money, but also verifying the legality of transactions and ensuring the rights of customers.
Risks to customers mean reputational risks to credit institutions. Even if it is not the bank’s fault, its image and customer trust are still affected. Therefore, unifying the coordination process not only helps limit financial losses, but also strengthens confidence in the safety of the Vietnamese banking system.
Vice President and General Secretary Nguyen Quoc Hung requested banks to review and adjust their internal regulations to be consistent with the Handbook and implement it throughout the system. The Association will summarize and provide specific guidance on any difficulties and problems in the implementation process.
“We hope that the Handbook will truly come into life, creating consensus and solidarity throughout the system, contributing to the prevention of high-tech crimes, protecting the legitimate rights of customers and maintaining the reputation of the Vietnamese banking industry,” Dr. Nguyen Quoc Hung emphasized.
