Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2025 high school graduation exam has many new points compared to previous years.

Specifically, this is the first high school graduation exam according to the 2018 GeneralEducation Program, while students are studying 2 programs, so there are about 25,000 students taking the exam according to the 2006 General Education Program. This will also affect the exam invigilation, exam room arrangement as well as exam questions, printing and photocopying... The "dual" nature of the exam is not only reflected in the number of candidates taking the exam according to 2 different programs but also in a series of differences in the process of printing and photocopying exam questions, exam room arrangement, exam time for each subject, and the method of collecting and processing exam papers.

Not only is the exam more complicated in terms of expertise, this year's exam also takes place in the context of the local government apparatus being streamlined into a two-tier system. Support from the district-level exam steering committee and local political and social organizations like in previous years will no longer exist. That forces the Department of Education and Training to proactively coordinate with the People's Committees of provinces and cities to ensure that all aspects, from facilities, security to candidates' psychology, are best prepared.

"This is a special exam, requiring localities to prepare carefully, not allowing any mistakes, even the smallest ones," Deputy Minister Pham Ngoc Thuong emphasized.

The Ministry of Education and Training requires thorough training for all officials and teachers participating in the exam. "Memorizing the lesson" does not stop at the exam regulations but also requires a deep understanding of the spirit of initiative, prevention, early identification of abnormal signs to have timely and appropriate handling measures.

Cheating in exams is becoming more and more sophisticated.

Leaders of the Ministry of Education and Training also emphasized the need to prevent exam cheating with the support of high technology.

According to Deputy Minister Pham Ngoc Thuong, along with the strong development of artificial intelligence (AI), the risk of cheating on exams using technological devices is increasingly sophisticated, and can even occur in the most unexpected places, such as toilets. This year, for the first time, toilet areas at exam sites are required to be closely monitored as an official part of the anti-cheating process. The leaders of the Ministry of Education and Training require the Departments of Education and Training to develop a plan to assign specific people to each position, including the toilet area. If the supervisors do not check carefully, it is very possible that candidates intentionally hide devices in the toilet area to use them secretly. Even a small intentional action can lead to the risk of leaking the exam questions.

The Ministry of Education and Training has coordinated with the professional departments of the Ministry of Public Security such as A03, A04, A05, A06 to provide training on fraud prevention, especially high-tech fraud, using AI. Colonel Pham Long Au, Deputy Director of the Department of Professional Techniques (A06) - Ministry of Public Security, said that the use of high-tech devices for cheating is worrying. The devices are often super small headphones, disguised cameras, and smart communication devices.

Cheating can occur not only among candidates but also among teachers and parents. While candidates can cheat in the exam room, teachers can intervene in stages such as printing, transporting, editing, and raising scores to gain illegal profits; and parents can assist in many ways.

According to Mr. Huynh Van Chuong, Director of the Department of Quality Management - Ministry of Education and Training, the exam organization plans for each program have been prepared in detail.

This year, the 2025 high school graduation exam will be printed on A3 paper instead of A4 as every year to facilitate printing and reduce the risk of missing pages. Therefore, converting the exam to A3 paper will make printing easier and reduce the risk of reducing the number of pages. If a room has 10 candidates taking the biology exam, only test codes 01 to 10 will be printed, and can be printed on one A3 sheet (printed on both sides).

For the component subjects in the combined exam, candidates taking the exam according to the 2006 General Education Program only take the second subject in the optional/combined exam and must be present 10 minutes before the exam time. Candidates taking the exam according to the 2018 General Education Program must be present from the beginning of the exam and be present in the waiting room.
