According to the leader of the district's Department of Natural Resources and Environment, surface water resources in Phu Yen district are quite abundant, especially the Da River system and stream system, which not only provide water but also have significance for the hydrological regime and ecological environment. Underground water sources have not been fully surveyed, but many areas can exploit underground water to serve the lives of people in the region.

Every year, Phu Yen district coordinates with the Department of Natural Resources and Environment to monitor surface water quality at a number of locations in the district.

In order to carry out the task of state management of water resources, from the beginning of the year, the Department of Natural Resources and Environment advised the District People's Committee to issue documents directing the strengthening of state management of water resources.

Assign departments, offices, units, People's Committees of communes and towns to step up the dissemination of legal regulations on water resources; Decree No. 02/2023/ND-CP dated February 1, 2023 of the Government detailing the implementation of a number of articles of the Law on Water Resources on the district's radio system, the loudspeaker systems of 26 communes and towns.

Publicly post the internal process for handling administrative procedures in the field of environment and water resources under the authority of the District People's Committee. Develop a plan to mark the water protection corridor with 4 streams: Suoi Tac, Suoi Ngọt, Suoi Bua, Suoi Lang. Coordinate with the District Women's Union to integrate propaganda and dissemination of legal regulations on environmental protection and water resources for more than 150 delegates in Phu Yen town.

Mr. Cam Van Duong, Deputy Head of the Department of Natural Resources and Environment of Phu Yen district, said: In recent times, the state management of water resources in the district has been concerned, directed, organized and implemented by authorities at all levels and achieved positive results.

Through review, currently, in Phu Yen district, Phu Yen Water Supply Branch of Son La Water Supply Joint Stock Company is exploiting surface water to supply domestic water at 2 locations, including: Sub-zone 5, Phu Yen town with a capacity of 200 m3/day and night and at Mo Nghe village, Quang Huy commune with a capacity of 2,000 m3/day and night.

Two units, Phu Yen General Hospital and Phu Yen Garment Company Limited, are exploiting and using underground water and have been licensed by the Provincial People's Committee. In addition, in the district, there are no production, business and service establishments with large sources of waste discharge.

The District People's Committee has regularly directed specialized agencies to inspect and review the compliance with legal regulations for organizations and individuals engaged in water resource exploration, exploitation, use, discharge into water sources and underground water drilling. Violations will be strictly handled.

Along with that, direct the People's Committees of communes and towns to strengthen inspection, review, and statistics of organizations and individuals engaged in exploration, exploitation, use of water resources, discharge into water sources, and practice underground water drilling in the management area. In addition to the achieved results, the implementation of the regulations in the license still has some shortcomings and limitations such as: Some organizations and individuals have not paid attention to implementing the reporting regime on the results of exploitation, use of water resources, and discharge of wastewater into water sources to competent state agencies; unused wells have not been filled...

Due to limitations in resources, equipment and technology, inspection and supervision of water exploitation, use and wastewater discharge after licensing by competent state agencies are still limited.

Some underground water drilling facilities need to be licensed for exploitation, but do not meet the licensing standards, so there are no licensed well drilling facilities in the area. District and commune People's Committees have almost no specialized staff in water resources, and the staff in charge of this field are mainly part-time.

In the coming time, to further improve the effectiveness of state management of water resources, Phu Yen district will continue to direct specialized agencies and People's Committees of communes and towns to promote and diversify the dissemination of legal regulations on water resources, especially the Law on Water Resources (amended) recently passed by the National Assembly .

Strengthen inspection and review to provide a list of organizations and individuals who are required to have a license but have not been granted a license by the competent authority related to the field of water resources in the area. On that basis, guide and urge organizations and individuals operating in the field of water resources who are required to have a license to promptly submit their applications to the Provincial Public Administration Service Center to be granted a license according to regulations.
