From July 1, the basic salary will be increased by 30% (from the current 1.8 million VND to 2.34 million VND/month) for all officials and civil servants.
According to the Ministry of Finance 's calculations, if the public sector salary reform is fully implemented, the total salary fund increase for officials, civil servants and public employees will be 30.6%, excluding bonuses. Therefore, the basic salary will increase from the current VND 1.8 million to VND 2.34 million per month. Cases enjoying policies and regimes associated with the basic salary will also increase by 30%.
Pursuant to Section 3.1, Section II of Resolution 27-NQ/TW in 2018, it is stipulated as follows:
Reform content: Rearrange current allowance regimes, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary fund.
- Continue to apply concurrent allowances; seniority allowances exceeding the framework; regional allowances; job responsibility allowances; mobility allowances; security and defense service allowances and special allowances for armed forces (army, police, and cryptography).
- Merge preferential allowances by profession, responsibility allowances by profession and toxic and dangerous allowances (collectively called allowances by profession) applied to civil servants and public employees of professions and jobs with higher than normal working conditions and with appropriate preferential policies of the State (education and training, health, courts, prosecution, civil enforcement, inspection, examination, auditing, customs, forestry, market management, etc.). Merge special allowances, attraction allowances and long-term work allowances in areas with particularly difficult socio -economic conditions into work allowances in particularly difficult areas.
- Abolish seniority allowances (except for the military, police, and cryptography to ensure salary correlation with cadres and civil servants); leadership position allowances (due to salary classification for leadership positions in the political system); allowances for party work and political and social organizations; public service allowances (due to being included in the basic salary); toxic and dangerous allowances (due to including working conditions with toxic and dangerous factors in occupational allowances).
Accordingly, when implementing salary reform, it is expected to combine preferential allowances by profession, responsibility allowances by profession and toxic and dangerous allowances into occupational allowances applicable to civil servants and public employees of occupations and jobs with higher than normal working conditions and with appropriate preferential policies of the State.
Thus, after salary reform from July 1, 2024, health sector officials will no longer enjoy preferential allowances according to their profession, but instead will enjoy allowances according to their profession.
