DTO - The People's Council of Dong Thap province has approved the Plan for developing the system of economic zones, industrial parks, industrial clusters, and traditional craft village industrial clusters (abbreviated as economic zones, industrial clusters) in the Provincial Planning for the period 2021-2030, with a vision to 2050.

Effective exploitation of potential and resources

The development of economic zones and industrial clusters (EZs, IZs) in Dong Thap province in the period of 2021 - 2030, with a vision to 2050, must be consistent with the General Planning of the province, the region and the National Industrial Development Strategy. The development of EZs and IZs is based on the effective exploitation of the province's potential and resources, taking advantage of opportunities from international economic integration.

Develop economic zones and industrial parks in the direction of closely combining production with the market, focusing on high-quality industries, paying attention to developing green industries, creating a breakthrough in improving productivity, quality and competitiveness of industrial products. Develop economic zones and industrial parks according to environmental standards, ensuring social stability and national security and defense.

The development goal is to develop economic zones and industrial parks to contribute to the implementation of the province's socio-economic development goals in the direction of gradually reducing the proportion of agriculture and gradually increasing the proportion of industry and services in the province's gross domestic product. Develop economic zones and industrial parks associated with transport infrastructure and raw material areas. Develop and arrange industrial parks with reasonable distances and spaces to form industrial zones or routes to facilitate the exchange and connection of industry chains, while creating momentum for economic development of urban areas. Develop industrial parks according to the land quota for developing industrial parks allocated to Dong Thap province in each period.

Development plan for economic zones and industrial parks

Develop the border gate economic zone into a multi-sector, multi-sector economic zone, including industry - trade - services - tourism - urban and agriculture - forestry - fishery associated with international border gates; be a center for economic exchange and development with the Kingdom of Cambodia and the Mekong sub-region countries.

Regarding the development of the industrial park system, continue to promote the effectiveness of the 3 operating industrial parks, accelerate investment in completing the infrastructure of Tan Kieu Industrial Park and establish 5 new industrial parks in locations with convenient traffic connections, ensuring infrastructure conditions for electricity, water, waste collection and treatment and service works, public utilities for workers working in the industrial parks, with a total scale suitable to the planning targets and land use plans for the period 2021 - 2030. When meeting the conditions prescribed by law and approved by competent authorities, continue to establish 3 industrial parks and expand 4 industrial parks, bringing the total number of industrial parks in the province to 12.

Developing the industrial cluster system is to continue to invest in completing 13 existing industrial clusters and establish 19 new industrial clusters, bringing the total to 32 industrial clusters with a total area of about 1,623 hectares. Developing industrial clusters around economic corridors, traffic connection locations, favorable raw material areas, ensuring technical infrastructure conditions, environmental protection and services for workers. At the same time, focusing on attracting investment in industrial clusters in a selective direction, with advanced technology, environmentally friendly, while combining the synchronous construction of infrastructure works outside the industrial cluster fence...

Facilitate businesses and investors

Solutions on planning development, management and implementation: strengthen the leadership and direction of Party committees and authorities at all levels in implementing the Development Plan for Economic Zones and Industrial Parks; proactively plan industrial parks to call for investment, establish new industrial parks to meet the needs of secondary investors.

Investment promotion solutions: improve the quality and effectiveness of investment promotion, create favorable conditions for businesses and investors to develop production and business; review, propose adjustments and supplements to the list of projects calling for investment in industrial parks in Dong Thap province (Decision No. 491 dated April 28, 2021 of the Provincial People's Committee) according to the investment and development period until 2025, period 2026 - 2030.

Solutions on mechanisms and policies: continue to promote administrative procedure reform related to investment, production and business activities; actively support, create favorable conditions and promptly remove difficulties and obstacles for businesses; at the same time review and propose preferential policies (industrial promotion policies, trade promotion policies...) to attract businesses to invest in production and business activities.

Human resource solutions: expand vocational training forms, focusing on high-demand industries such as agricultural and aquatic product processing, electricity, electronics, mechanics, construction, construction materials production, sewing and knitting... closely linked to the labor needs of enterprises and production facilities. At the same time, effectively implement training linkage forms to expand the scale, forms and industries of training; focus on training skilled workers and highly qualified managers.

Environmental protection solutions: when implementing the construction of industrial parks, it is necessary to strictly comply with environmental protection regulations; attracting investment must prioritize clean industries that cause little environmental pollution. Prioritize and have a roadmap for investing in the construction of wastewater treatment facilities, collection areas, and solid waste treatment in industrial parks to ensure environmental protection.

Along with that, well implement the state management of the environment. Regularly conduct environmental assessment of industrial parks and existing production facilities, and at the same time take strict and timely measures to handle enterprises and facilities violating environmental regulations.

This Resolution takes effect from April 28, 2025. The Provincial People's Council assigns the Provincial People's Committee to organize the implementation of this Resolution in accordance with legal regulations and in accordance with the Planning of Dong Thap province for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister. At the same time, adjust the names and places of localities, the names of agencies and units to suit the functions and tasks after rearranging and perfecting the organizational apparatus of Dong Thap province; report to the Provincial People's Council at the nearest session.
