Automatic plan to extend family car inspection cycle

Recently, the Vietnam Register reported to the Ministry of Transport on the proposal to immediately apply the extension of the inspection cycle without having to bring the vehicle in for re-inspection, applied to passenger cars with up to 9 seats that are not used for transportation business ( family cars - PV ) that have been granted a certificate and inspection stamp.

According to the Department of Registration, if this solution is implemented, it is estimated that the time to resolve the traffic congestion waiting for inspection will be about 2 months from the time of application.

In order to facilitate people, the Department of Registration said it will issue an electronic "Certificate of validity of the certificate and inspection stamp".

Accordingly, based on the expiration date on the issued certificate and inspection stamp, the Department of Registration will issue a certificate confirming the next inspection period for the vehicle without having to reissue the stamp or certificate.

Vehicle owners do not have to take their vehicles to the inspection center for re-inspection nor do they need to fill out paperwork. Instead, they will be provided with an address to look up information online.

Next, the vehicle owner must correctly declare the license plate number, vehicle management number, chassis number, engine number...

After filling in all the information, the vehicle inspection management system of the Department of Registration will issue a "Certificate of validity of the certificate and inspection stamp".

The vehicle owner must download this certificate, print it out and bring it with the previously issued "Technical Safety and Environmental Protection Inspection Certificate" when participating in traffic.

There is a QR-Code on the “Certificate of Validity of Certificate and Inspection Stamp”. Traffic police can scan the QR-Code to verify vehicle information on the Vietnam Register website.

The Registry Department explained that the issuance of electronic confirmation documents is to comply with current regulations.

Specifically, the Road Traffic Law stipulates that drivers participating in traffic must carry a certificate of technical safety and environmental protection inspection for motor vehicles.

In addition, regulations on administrative sanctions in the field of road and railway traffic clearly state that drivers with certificates or stamps of technical safety and environmental protection inspection that have expired will be punished.

Therefore, without a written confirmation of the next inspection date, it will cause difficulties for drivers and forces participating in patrolling, controlling and handling traffic violations.

In addition, when a vehicle incident occurs, if there is no document confirming the next inspection deadline, it will be impossible to determine the responsibility of the relevant organizations and individuals as well as the responsibility for civil compensation and compensation of the insurance agency.

Proposal to issue new stamp at the inspection center

Although the Vietnam Register has proposed a plan to issue electronic certificates, Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, suggested that vehicles subject to extended inspection cycles according to Circular 02, when they expire, only need to bring their registration papers and inspection books to the inspection station to update data and receive new stamps corresponding to the extended time.

“The inspection centers can arrange a separate desk for staff to receive documents and then log into the database to track on the system without sharing the same lane with the vehicles coming for inspection in the assembly line. The center arranging two separate lanes will certainly reduce congestion,” Mr. Quyen commented.

* According to Circular No. 02/2023 of the Ministry of Transport, passenger vehicles with less than 9 seats that are not used for transportation business and are manufactured up to 7 years ago are exempt from inspection for 36 months (previously 30 months), the periodic inspection cycle is 24 months (an increase of 6 months compared to before); vehicles manufactured from 7 to 20 years ago (previously 12 years ago) have a periodic inspection cycle of 12 months; vehicles over 20 years old have a cycle of 6 months. Vehicle owners must have their vehicles inspected before confirming the new inspection cycle.
