
In recent years, flooding in many central streets of Hong Gai ward such as Yet Kieu lake area, Le Thanh Tong street, Bai Chay bridge resettlement area, 25/4 street near the provincial Social Insurance... often occurs after each heavy rain, affecting life and tourism activities. Being an area merged from 3 wards Tran Hung Dao, Hong Gai, Bach Dang, the new Hong Gai ward has an area of over 5km², the terrain gradually decreases towards the sea and faces many challenges in technical infrastructure, especially the old, narrow, and unsynchronized drainage system.
Realizing that reality, Hong Gai ward has proactively coordinated with the province's specialized agencies to review and identify key flooding points, thereby proposing investment in 3 key infrastructure projects, which have been approved by the Provincial People's Committee in principle, including: Renovation, upgrading, embellishment, combined with handling of flooding points in Pham Ngu Lao quarter and the self-built wood workshop area, Yet Kieu 3 shipbuilding industrial park; renovation, upgrading, embellishment, combined with handling of flooding on streets in Yet Kieu 2, Yet Kieu 3, Yet Kieu 4 and Tran Hung Dao 4 areas; renovation, upgrading, embellishment, and handling of local flooding on the road adjacent to Vung Dang urban area and Bai Chay bridge resettlement area, in Yet Kieu 3 area.

The project to renovate, upgrade, embellish, and combine the handling of flooded areas in Pham Ngu Lao neighborhood, the self-built wood workshop area, and Yet Kieu 3 shipbuilding industrial park focuses on improving the main drainage system, expanding the cross-section of the sewer line, paving sidewalks, planting trees, and completing public lighting, which plays an important role in completely handling the prolonged flooding situation in the eastern area of Hong Gai ward, where there is a high concentration of residents, production facilities, and small-scale industries.
The project to renovate, upgrade, beautify, and combine flood control on streets in Yet Kieu 2, Yet Kieu 3, Yet Kieu 4, and Tran Hung Dao 4 areas will synchronously implement many items such as upgrading road surfaces, paving sidewalks, curbs, adding trees, lighting, and renovating underground sewers. When completed, the central area's drainage network will be closed, contributing to the beautification of a civilized, clean, and beautiful urban area.
The project to renovate, upgrade, renovate and handle local flooding on the road adjacent to Vung Dang urban area and Bai Chay bridge resettlement area has completed the feasibility study report and is finalizing the technical design documents. Construction is expected to start in early 2026 and be completed in 2027. When put into operation, the new system will connect the entire urban drainage network in the central area, contributing to eliminating prolonged flooding points and increasing the flood prevention capacity for the entire coastal area.

Mr. Vu Dac Tuong, Vice Chairman of the People's Committee of Hong Gai Ward, said: "The approval of the investment policy of three flood prevention projects by the Provincial People's Committee is a very important step. The Ward has determined the goal of not only thoroughly handling flooding, but also synchronously renovating infrastructure, expanding green space, lighting, creating a new look for the central urban area."
Along with implementing major projects, the ward regularly dredges and clears the sewer system, maintains roads, mobilizes people to participate in "Green Sunday" for environmental sanitation; installs surveillance cameras, water level sensors and automatic flood warning systems, connects data to the ward for timely monitoring and handling, and newly renovated roads are paved with water-permeable bricks, and are illuminated by solar energy, ensuring both aesthetics and environmental friendliness.
Ms. Tran Thi Mai, a resident of Group 5, Tran Hung Dao 2 Quarter, Hong Gai Ward, shared: “I work in the Le Thanh Tong area, every time it rains it floods so it is very difficult to travel. Now the province and ward have specific flood prevention projects, the people are very supportive, hoping to complete them soon so that there will be no more worries when it rains.”
According to the Resolution of the Party Congress of Hong Gai Ward for the 2025-2030 term, synchronizing technical infrastructure, handling flooding, and landscape beautification are identified as three breakthroughs. When the projects are completed, Hong Gai will gradually form a civilized, modern, green and sustainable urban service - tourism appearance.
