However, more than eight years have passed, and the project remains stalled, causing numerous negative consequences for the environment, landscape, and wasting land resources.

On May 20th, during a field survey of the Nguyên Hồng canal culvert section, a reporter from HanoiMoi Newspaper observed that the land designated for the automated parking project is situated in the middle of a densely populated residential area with many apartment buildings, markets, and schools, resulting in a high demand for parking. Currently, the land is enclosed by corrugated iron fences with multiple entrances. Inside, the area is fully occupied by parked cars, while outside the fence is a residential road. Numerous garbage collection points along the base of the fence contribute to an unsightly and unsanitary appearance.

Mr. Nguyen Thanh, a resident of Thanh Cong apartment complex, said: "Previously, before the canal was covered, the open ditch caused serious pollution in this area. Since it was covered and we learned about the automated parking project, the residents were very happy. However, the project's delay of nearly a decade has turned the area into a focal point for traffic congestion and safety issues, causing great frustration among the residents."

According to our investigation, on June 19, 2017 and July 25, 2018, the Hanoi People's Committee issued Decision No. 3667/QD-UBND and Decision No. 3751/QD-UBND on adjusting the investment policy, assigning the Infrastructure Joint Stock Company as the investor for the construction of the P (H1-3) automated parking lot project on the land previously used for the culverting of the Nguyen Hong canal. On June 26, 2017, the company received Document No. 4079/QHKT-TMB-PART (HTKT) from the Hanoi Department of Planning and Architecture approving the overall site plan and architectural design. Based on this, the company proceeded with the legal procedures to construct the parking lot.

On September 15, 2017, the Hanoi Department of Construction issued Document No. 8577/SXD-QLXD announcing the results of the basic design appraisal for the project. Subsequently, from September 20, 2017 to March 27, 2018, the technical design appraisal procedures were unanimously approved by the relevant departments and agencies, and the construction area was handed over.

However, the project has yet to be implemented. According to Phan Hong Quang, General Director of Phan Hong Quang Infrastructure Joint Stock Company, the reason is due to several procedural obstacles. According to Decision No. 3667/QD-UBND of the Hanoi People's Committee, the land lease period and payment are calculated annually, while the project's operating period is 50 years. This will create difficulties for the company in management, with administrative procedures being repeated annually, making it uncertain to invest such a large amount of capital in the project.

Furthermore, the financial institution financing the loan did not approve long-term loans. In Document No. 220/CV-CSHT dated November 1, 2018, sent to the City People's Committee, the company requested permission to adjust the land lease period in the Investment Policy Decision to 50 years, equivalent to the project's operating period.

According to Mr. Phan Hong Quang, on June 14, 2018, the City People's Committee issued a document assigning the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) to guide the investor in implementing the project. Based on this guidance, the company proceeded with further steps to complete the procedures for project implementation, such as assessing land use needs for project implementation, ensuring drainage and operation of culverts, depositing funds for project implementation, and signing contracts for importing machinery and equipment...

"However, since then, we have been waiting for the assessment results and further instructions to complete the procedures for leasing the premises, but we have not received any results yet," said Mr. Phan Hong Quang.

According to Mr. Phan Hong Quang, the project was planned to be completed in the first quarter of 2019. However, in reality, the company has not yet been granted permission to lease the land or issued a construction permit. To temporarily use the land, the company proposed and received approval from the Ba Dinh District People's Committee in Document No. 3205/UBND-QLĐT dated December 25, 2024, to temporarily use the land area of ​​4,814 for parking, for a period of 6 months, from January 1, 2025 to June 30, 2025.

Mr. Phan Hong Quang hopes that the authorities will soon resolve the obstacles regarding land lease procedures and construction permits so that the company can quickly implement the project, avoiding prolonged land waste.
