Cau Giay District: Efforts are being made to achieve the goal of soliciting public opinion on administrative unit reorganization.

Along with other localities in Hanoi, all eight wards in Cau Giay district are striving to complete the process of soliciting public opinion on the plan for rearranging local administrative units. As of 7 PM today (April 20th), in many residential areas, the percentage of voters in agreement has reached 100%.

Residents support the plan, leaving 3 wards to remain after reorganization.

On April 20th, wards in Cau Giay district urgently carried out the process of gathering public opinions on the reorganization of ward-level administrative units in their areas. Accordingly, 8 wards established Public Opinion Gathering Teams based on residential areas or neighborhoods.

The group leader compiles a list of households by neighborhood or area; assigns members to go to each family to distribute opinion poll forms to household representatives or distribute opinion poll forms at neighborhood meetings on two issues: the plan for arranging the new ward-level administrative units to be formed in the district and the proposed names of the new administrative units.

According to preliminary assessments, the percentage of voters supporting the plan to reorganize Cau Giay district into three wards (Cau Giay, Nghia Do, and Yen Hoa) is very high.

Having fully grasped the information about the new administrative unit arrangement plan as well as the neighborhood committee's announcement regarding the collection of public opinions, Ms. Nguyen Thi Van Anh, a voter from Quan Hoa ward, assessed that the new plan is an important step for Cau Giay district to continue improving population management and related administrative tasks.

“Based on the experience from the most recent merger, Quan Hoa ward took over the management of the population from Yen Hoa ward, with 7,188 residents and 5 residential groups, and it went very well. The leaders of both wards and functional units agreed on the handover contents and coordinated closely in resolving any problems arising after the boundary adjustment. The management of public assets, transitional construction projects, and issues related to policies and regulations for policy beneficiaries have also been transferred systematically, so I feel very reassured,” shared Ms. Nguyen Thi Van Anh.

Mr. Hoang Thai Binh , a voter from Nghia Tan ward, believes that the process of rearranging administrative boundaries is not only a change in administration but also a change in the awareness and behavior of officials and citizens. The goal is for officials to be closer to the people, thus receiving high levels of public support.

Having been entrusted with the role of head of the community opinion-gathering team for residential area No. 27 in Yen Hoa ward, Ms. Bui Thi Dinh - Secretary of Party branch No. 27 - actively participated in this public opinion-gathering process. Ms. Bui Thi Dinh stated that she supports reducing the number of administrative units at the commune and ward levels, as it will streamline the apparatus and reduce overlapping in management. This is an important step in the administrative reform process, aiming for sustainable development of the district, creating more favorable conditions for management and serving the needs of residents.

Ensuring the rights of the people is the goal.

Reportedly, Cau Giay district set a deadline of April 22nd for the People's Committees of the wards to compile and report the results of the public consultation. However, to date, all wards have basically completed the task.

In Quan Hoa ward, although it is not yet time to report the results of the voter consultation on the plan for rearranging grassroots administrative units in the area, today (April 20), 100% of the ward's officials are on duty, striving to complete the task early.

According to Le Manh Tien, Chairman of the People's Committee of Quan Hoa Ward, as of 8:30 PM today, all 30/30 groups have completed the vote counting. The number of votes in favor of the proposed new ward-level administrative unit arrangement is very high. Specifically, the number of votes in favor of the arrangement plan is 7,514/7,574; the number of votes in favor of the new administrative unit name is 7,484/7,574.

Thus, Quan Hoa ward is the first ward in Cau Giay District to reach the target ahead of schedule.

Similarly, in Dich Vong ward, the Chairman of the People's Committee, Nguyen Quy Hai, reported that, following the urgent approach of "going to every alley, knocking on every door," 18 out of 22 residential groups have completed the voting process. In particular, residential group No. 12 received 253 out of 253 votes in favor of the proposed reorganization into three wards: Nghia Do, Cau Giay, and Yen Hoa.

In Dich Vong Hau ward, 15 out of 20 groups have completed the voting process, with 10 groups achieving 100% completion.

The vote counting process in Yen Hoa ward was also conducted with urgency. Notably, by 10:00 AM on April 20th, residential group 19 had completed the opinion-gathering process with 315 out of 315 households agreeing. In residential group 36, 580 out of 580 votes were in favor of the name and proposed arrangement of the new administrative unit.

According to the leaders of Cau Giay district, the results of the public consultation demonstrate a sense of responsibility and a willingness to learn in implementing the policy of reorganizing administrative units at all levels, as well as the efforts of local authorities. Through this consultation, many valuable suggestions have been received and compiled by Party committees and local authorities to report to the district, serving as a basis for refining the administrative unit reorganization plan and ensuring maximum effectiveness.

Cau Giay District is committed to ensuring that residents of the newly established residential areas do not encounter any difficulties in administrative procedures. Any issues arising during the management process will be resolved promptly, guaranteeing the legitimate rights of the people.
