According to information from the National Civil Defense Steering Committee to respond to storm No. 3 (Wipha), the Ministry of National Defense has mobilized 346,210 officers and soldiers (114,120 soldiers; 232,090 militiamen); 8,200 vehicles of all kinds (5,061 cars; 216 ships; 2,295 boats and canoes; 623 special vehicles; 5 aircraft).

Regarding the work of counting boats, the Border Guards of provinces from Quang Ninh to Dak Lak coordinated with local families of boat and ship owners to notify, count, and guide 54,300 vehicles/227,194 people about the developments and direction of storm No. 3 so that they could proactively move around and escape from dangerous areas.
Also on July 21, implementing the Prime Minister's Official Dispatch No. 117 and Official Dispatch No. 4181 of the General Staff of the Vietnam People's Army on proactively responding to storm No. 3 (Wipha), the Department of Rescue and Relief continued to urge military units to strictly maintain duty; grasp the situation and direction of the storm, and prepare forces and means to promptly and effectively respond to incidents, natural disasters, and search and rescue.
The Border Guard Command directed the Border Guard Commands of provinces and cities to coordinate with local authorities from Quang Ninh to Dak Lak to actively and proactively deploy response work to storm No. 3.
The Vietnam Coast Guard has organized to thoroughly grasp and implement the instructions of all levels on the prevention of storm No. 3. Lieutenant General Le Quang Dao, Commander of the Vietnam Coast Guard, requested that units directly affected by storm No. 3 absolutely must not be subjective, be ready and best prepare conditions to proactively prevent, combat and overcome the consequences caused by storms and heavy rains according to the motto "4 on-site", "3 ready", "5 proactive".
Storm No. 3 likely to make landfall in Hai Phong - Thanh Hoa
According to the National Center for Hydro-Meteorological Forecasting, due to the impact of storm No. 3, Bach Long Vi special zone has strong winds of level 8, gusting to level 9; Co To and Cat Hai special zones have strong winds of level 6, gusting to level 7.
At 4:00 p.m. on July 21, the center of storm No. 3 was 100 km from Quang Ninh, 220 km from Hai Phong, 240 km from Hung Yen, and 270 km from Ninh Binh. The storm was at level 9-10 (75-102 km/h), gusting to level 12. The storm was moving west-southwest at a speed of about 15 km/h.
By the morning of July 22, storm No. 3 continued to approach the mainland and strengthened to level 11, gusting to level 14, with the possibility of making landfall in the area from Hai Phong to Thanh Hoa.
Due to the influence of storm No. 3, from the night of July 21, the mainland along the coast of Quang Ninh - Nghe An has winds gradually increasing to level 7 - 9, near the storm center level 10 - 11, gusting to level 14.
The provinces of Hai Phong, Hung Yen, Bac Ninh, Hanoi, Ninh Binh, Thanh Hoa have winds of level 6, gusting to level 7 - 8.
From the evening of July 21 to 23, the northeastern region, the Northern Delta, Thanh Hoa, and Nghe An will have heavy rain, some places will have very heavy rain, commonly 200 - 350 mm, some places over 600 mm.
