Emulation for Victory - an important driving force in building a revolutionary, disciplined, elite, modern People's Army, shining with the qualities of Uncle Ho's soldiers

The 11th National Emulation Congress for Victory (TĐQT) took place at a time when the entire Party, people and army had just successfully organized activities to celebrate the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam; all levels and sectors were promoting emulation to welcome the 11th National Patriotic Emulation Congress, the 12th Military Party Congress, towards the 14th National Congress of the Party.

The International Youth Union Congress is an occasion to demonstrate the strength of solidarity and victory of the Vietnam People's Army, widely spread the noble qualities of Uncle Ho's soldiers, honor typical advanced collectives and individuals, new factors, good people and good deeds; determine the direction, goals and tasks of emulation and reward work (TĐKT) and the International Youth Union Movement for the period 2025-2030, creating a strong impression so that the International Youth Union Movement always maintains its vitality and spread, and is an important driving force to motivate officers and soldiers to excellently complete assigned tasks.

The work of the patriotic emulation movement and the emulation movement are of special importance, contributing to promoting the development of the revolutionary movement. Right from the early days of the resistance war against the French colonialists, when the country was facing countless difficulties and challenges, President Ho Chi Minh issued the "Call for Patriotic Emulation", with the aim of eliminating hunger, illiteracy, and foreign invaders, protecting the revolutionary government, protecting national independence, both fighting the war and building the country. Responding to his call, the patriotic emulation movement was organized widely and continuously, becoming a vibrant revolutionary movement, arousing patriotism in every person, every class of people, devoting all their spirit, wealth, and strength to the country, making a worthy contribution to the cause of national liberation and national unification; building and defending the socialist Vietnamese Fatherland.

Over the past 80 years, President Ho Chi Minh's thoughts on patriotic emulation have permeated deeply and become a source of strength in the process of building, fighting, winning and maturing of our Army. Along with the patriotic emulation movement, the Army has organized the International Emulation Movement with many rich, attractive forms and strong influence. Outstanding in the resistance war against France were the emulation movements: "Training the army to make achievements", "Killing the enemy to make achievements"... which urged cadres and soldiers to be filled with fighting spirit, determination to fight and win, creating the historic Dien Bien Phu Victory "famous in five continents, shaking the earth".

During the resistance war against the US to save the country, the emulation movement in the Army continued to develop strongly, notably the movements: "Find the US to fight, find the puppets to destroy", "Determination to defeat the American invaders"... which spread widely, creating motivation to encourage cadres and soldiers to compete to make achievements, contributing to the liberation of the South and the unification of the country. Since then, the International Emulation Movement has developed strongly and widely, creating an important driving force to encourage cadres and soldiers to uphold patriotism, the spirit of self-reliance, self-strengthening, determination to overcome difficulties, hardships, sacrifices, and successfully complete assigned tasks.

Inheriting and promoting the heroic tradition and valuable experiences in organizing patriotic emulation movements in the Army through the periods of 2020-2025, under the leadership and direction of the Central Military Commission, the Ministry of National Defense, the General Department of Politics, Party committees, political commissars, political officers, commanders, political agencies, emulation councils (groups) at all levels, the accompaniment and coordination of the Central and local departments, ministries, branches, and organizations; emulation work and the emulation movement continue to be promoted, with many innovations in content and form, aiming at successfully carrying out political tasks and building a strong, comprehensive, "exemplary, typical" unit. Cadres, soldiers, and workers in the entire army have promoted the revolutionary nature, the tradition of the heroic Army and the noble qualities of Uncle Ho's soldiers, competing to excellently fulfill the functions of a fighting army, a working army, and a production labor army.

The entire army's emulation movement has regularly disseminated and strictly implemented the Party's guidelines and policies, the State's laws and policies on emulation work; regulations and rules on emulation work have been supplemented and perfected; the study, dissemination and implementation of resolutions, directives and conclusions of the Central Committee, the Central Military Commission, the Ministry of National Defense have been well organized; strategies and projects on military, national defense and national defense have been well organized. Party committees, political commissars, political officers, commanders and political agencies at all levels have led, directed and directed emulation content towards innovation, improving the quality and effectiveness of political education and ideological management; thoroughly grasping the revolutionary tasks and tasks of the Army and units.

Extensively and effectively deploy projects on education, propaganda, and raising awareness for cadres and soldiers about Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and policies, the State's policies and laws, the task of protecting the Fatherland, the nature and fine traditions of the Army and units; partners and subjects of the Vietnamese revolution. Faced with the complicated developments of the world and regional situation and the sabotage of hostile forces, the officers and soldiers of the entire army always clearly demonstrate their steadfast and firm political will, absolute trust in the Party's leadership, readiness to receive and complete assigned tasks well, worthy of being a trustworthy political force, an absolutely loyal fighting army of the Party, State and people. The TDQT movement contributes to improving the comprehensive leadership capacity and fighting strength of Party committees and organizations at all levels; building a strong contingent of officers and organizations in the Army, operating effectively and efficiently.

The TDQT movement is a strong driving force to push the Army to excellently complete its political tasks, perform well its functions as a combat army; provide strategic advice on military and national defense, encourage and motivate officers and soldiers of the entire army to actively study and practice to improve their mobility and level, combat readiness, grasp the situation in the airspace, sea, border, inland, key and complicated areas, promptly detect and advise, handle situations well, avoid being passive and surprised. The TĐQT movement has contributed to the successful implementation of the "Three Breakthroughs" according to the Resolution of the 11th Party Congress of the Army. Focusing on perfecting the organization and staffing, adjusting the force to be lean, compact, and strong according to Resolution No. 05-NQ/TW dated January 17, 2022 of the Politburo and the policies and directions of the Central Committee on streamlining the organization and apparatus has achieved positive results. The entire army promoted the "Excellent Training" emulation movement, creatively applying mottos, viewpoints, principles, and combinations in training; attaching importance to synchronous, in-depth training, close to tasks, situations, and combat objects.

Organize well drills at all levels, especially large-scale drills, joint military and service exercises, confrontation drills, experimental drills, using many types of new and modern weapons and technical equipment and weapons and equipment researched and produced by Vietnam. The quality of competitions and sports has been improved, high-performance sports teams participating in national and international competitions have achieved high results. Excellently complete the tasks of parades and marches on major holidays of the country and the Army and participate in international parades in the Russian Federation.

Academies and schools have well implemented the motto "The quality of training of the school is the combat readiness of the unit"; built training programs in the direction of standardization, modernization, and interconnection of levels, meeting output standards for subjects, closely following the requirements of training tasks, and combat readiness. Agencies and units have implemented many drastic measures in the work of building regulations, training discipline and administrative reform; the situation of law enforcement and discipline has changed positively. The work of building e-Government, digital transformation, and the "Digital Education for All" Movement has been implemented synchronously and drastically, cutting many administrative procedures, shortening time, and improving work efficiency.

The TDQT movement is the driving force that motivates the entire army to perform well its functions as a working army. With the spirit of "Forgetting oneself for the people", officers and soldiers of the Army and militia are always present in key and dangerous places, regardless of hardship and sacrifice, and excellently complete the "fighting" mission in peacetime. Agencies and units are proactive in plans and means, and perform well the main and core role in search and rescue, prevention and control of natural disasters, catastrophes, environmental incidents and epidemics.

Typical examples include overcoming the consequences of landslides at Rao Trang 3 Hydropower Plant in 2020; preventing and fighting the Covid-19 pandemic in Ho Chi Minh City and other localities in 2021; participating in overcoming the consequences of earthquakes in Turkey in 2023, in Myanmar in 2025, actively and effectively participating in United Nations peacekeeping activities; preventing and overcoming the consequences of super typhoon No. 3 (Yagi) in 2024; typhoon No. 3 (Wipha) in 2025; supporting the construction of "Great Unity Houses", "Comrade Houses", eliminating temporary and dilapidated houses, which have been recognized and highly appreciated by the Party, State, Party committees, authorities and people of localities.

The TĐQT movement contributes to the good performance of the function of the production labor army, promoting internal strength and potential, encouraging the will to be self-reliant and self-reliant in building the Army and actively contributing to the cause of national development. The emulation movement "The Army logistics sector follows Uncle Ho's teachings", "The unit manages finances well" and the emulation movement of the military logistics, medical, barracks, transportation, and petroleum sectors continue to be promoted. Ensuring good logistics for regular and unexpected tasks, focusing on training tasks, combat readiness, protecting sovereignty over seas, islands, borders and preventing and combating natural disasters and epidemics.

Effective coordination in mobilizing resources for construction and logistics activities in defense areas at all levels; work to increase production, prevent and control epidemics, and take care of soldiers' and people's health achieved good results. Financial work was carried out closely and effectively, ensuring full and timely provision for tasks. Continue to promote and well implement the 50 Campaign, the "Good workers, creative workers" Movement, contributing to ensuring correct, sufficient, synchronous, timely, and quality weapons and technical equipment for forces performing training, combat readiness, and emergency tasks.

Implementing the emulation movement "Military Enterprises Integration and Development", "Productivity, Quality, Efficiency and Safety" associated with implementing the policy of innovation, restructuring, equitization of enterprises; many enterprises maintain "National Brand", have leading brand value and competitiveness in the country, and are highly ranked in the region and the world. The emulation movement in the field of scientific research continues to be promoted, thousands of scientific research projects, professional topics, initiatives, and technical improvements have been implemented; at the Ministry level alone, more than 500 topics and more than 200 initiatives have been commended, 2 projects have been awarded the Ho Chi Minh Prize in the military and defense fields.

Along with the International Youth Movement, the entire army responded to and effectively implemented emulation movements and campaigns launched by the Government and the Vietnam Fatherland Front, along with actively innovating and improving the quality of building and replicating advanced models. Many creative and effective movements, models and approaches were implemented, popularized and replicated, contributing to shining the image of Uncle Ho's soldiers.

With typical models: "5 proactive" in ideological work, "4 good Party cells, 5 good Party members" in Party building, "3 realities" in training, "Helping children go to school - Adopted children of border guards", "Heart for children", "Connecting households", "Permanent militia posts associated with adjacent residential areas and border guards' stations", "Vietnam People's Navy as a fulcrum for fishermen to go offshore and stick to the sea", "Coast Guard accompanies fishermen" and many good and effective models and practices are popularized and studied in agencies and units.

The work of building and replicating advanced models has been effectively carried out by Party committees and commanders at all levels. Focus on building, propagating, praising and honoring advanced models. From 2020 to now, the entire army has had 41 collectives and individuals awarded the title of Hero of the People's Armed Forces, Hero of Labor in the renovation period; 19 individuals awarded the title of National Emulation Fighter; 2,827 individuals awarded the title of Army Emulation Fighter... The Central Military Commission and the Ministry of National Defense have organized more than 30 meetings to honor and commend more than 6,000 advanced models, creating a strong impression and widespread influence throughout the entire army and the entire country. Through the International Emulation Movement, more than 1.6 million collectives and individuals have been commended and honored at all levels. However, besides the outstanding results, the work of the Party and State and the National Defense Movement of the whole army still have limitations that need to be seriously rectified and soon overcome.

In the coming years, the world and regional situation is forecast to continue to change rapidly, complexly and unpredictably. Strategic competition between major countries is increasingly fierce. Conflicts are taking place in many regions, not excluding the risk of spreading. Global issues and traditional and non-traditional security challenges are increasingly complex. The Fourth Industrial Revolution continues to develop, deeply impacting all fields, giving rise to many new forms and methods of combat.

The Asia-Pacific and Indian Ocean regions continue to develop dynamically, but are also the focus of strategic competition among major countries; ASEAN faces many challenges both internally and externally; disputes over sovereignty of territory, seas and islands pose a potential risk of conflict. Domestically, hostile and reactionary forces have intensified their sabotage with more drastic plots and activities of "peaceful evolution", promoting "self-evolution", "self-transformation", and "depoliticization" of the Army; climate change, natural disasters and epidemics are increasingly severe and complicated; the arrangement of the organization, apparatus and operation of the two-level local government model poses certain difficulties. The task of defending the Fatherland and building a revolutionary, disciplined, elite and modern Army in the new era of development has higher requirements and demands.

In that context, the International Youth Movement in the Army needs to continue to have a strong influence, creating motivation to encourage and motivate officers and soldiers of the entire army and militia and self-defense forces nationwide to compete to maintain the spirit of solidarity, promote the glorious tradition of more than 80 years of building, fighting, winning and growing; unify will and action, strive to contribute, strive to build a revolutionary, disciplined, elite, modern People's Army, excellently completing assigned tasks, worthy of the trust and love of the Party, State and people. To continue promoting the International Youth Movement to meet the requirements of building the Army, consolidating national defense, and protecting the Fatherland in the new period, the entire army thoroughly grasps and well implements a number of key contents, mainly as follows:

Strengthening leadership and direction of the work of TDKT and the TDQT Movement.

Party committees, political commissars, political officers, and commanders at all levels always uphold their responsibilities in leading and directing to improve the quality and effectiveness of emulation work and the emulation movement. Closely follow the themes, directions, goals, and emulation contents that have been determined annually; based on the practical political tasks of the agency and unit to determine policies and measures for leadership and direction that are accurate, comprehensive, focused, key, and highly feasible. Respect leadership, direction, guidance, and promote the role of functional agencies and mass organizations to build strong, transparent motivation and determination to emulate for soldiers. Build, foster, and propagate advanced models to ensure objectivity and persuasion.

Carry out the work of summarizing, concluding, and drawing lessons seriously and closely. For the cadres and party members, especially the cadres in charge at all levels, clearly recognize the important role of the Party Central Committee; assigned duties and tasks; promote responsibility in leadership, direction, and implementation. Cadres must always be exemplary in all aspects, dedicated, enthusiastic, and truly be the locomotive to encourage, motivate, and guide cadres and soldiers to compete in performing their tasks.

Political agencies at all levels constantly innovate and create in planning, guiding, and organizing the implementation of emulation movements. Actively inspect, urge, monitor, and help agencies and units to resolve difficulties and problems; grasp the situation, propose policies and measures to lead and direct to improve the quality and effectiveness of the emulation movement. The emulation council (group) maintains regular and effective activities, well performing its advisory and proposal role on emulation work. Mass organizations promote the spirit of initiative, solidarity, gathering, and motivating union members and members to be proactive, proactive, creative, and compete to successfully carry out the tasks of the agency or unit.

Continue to do a good job of propaganda and education to raise awareness, responsibility, build motivation and determination to compete properly for officers and soldiers.

Agencies and units, in a variety of rich and vivid forms, suitable to the target, focus on propaganda and education to highlight the value and significance of President Ho Chi Minh's patriotic emulation ideology; the Party's viewpoints, policies and laws of the State on emulation and counter-terrorism work; focusing on: Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party's leadership over emulation and counter-terrorism work in the new situation; Program No. 3609-CTr/QUTW dated March 26, 2025 of the Central Military Commission Standing Committee on implementing Directive No. 41-CT/TW of the Politburo; Law on Emulation and Counter-terrorism and documents implementing the Law on Emulation and Counter-terrorism... Thereby, making cadres and soldiers of the entire army, first of all the Party committees, commanders at all levels and the contingent of cadres and party members deeply aware of the important position and role of emulation and counter-terrorism work; Make emulation truly become a self-conscious, responsible and regular activity of each agency, unit and individual; create a revolutionary action movement, contributing to improving the overall quality, level and combat readiness of the Army, building exemplary clean and strong Party committees and organizations, "exemplary and exemplary" comprehensively strong units, excellently completing assigned tasks.

Continue to innovate the content and form, promote the practicality and effectiveness of the International Youth Movement.

Agencies and units must direct the emulation movement to the grassroots, closely following the central and urgent political tasks, solving weak links, weak aspects, difficult and new tasks to organize emulation with rich and attractive forms; with themes, names that are easy to remember and easy to implement. Launching, implementing and organizing emulation movements must clearly define the goals, targets, contents, measures, participants and evaluation criteria; emulation must be linked to the daily work of each cadre, party member and the masses to determine appropriate contents and targets. The way to organize emulation movements must be rich and attractive, arousing patriotism, self-awareness and creativity of cadres and soldiers. Closely combine regular emulation organization with peak emulation periods, raids, emulation of all levels, sectors and mass organizations. Continue to effectively implement plans, programs, and key contents in emulation and the work of building and replicating advanced models; build emulation models and advanced models that are truly exemplary, excellent, and have the power to spread and convince throughout the army and the whole country. Strengthen propaganda, encouragement, and promote the role of advanced models, especially propaganda and setting examples in agencies and units.

Respond to and effectively implement emulation movements nationwide; The campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers in the new period", associated with patriotic emulation movements and campaigns and emulation movements in localities and units; strive for each soldier to be a cultural soldier, each unit to be a cultural highlight in the stationed area. Organize well emulation activities to welcome political events of the Party, the country and the Army, in the immediate future, promote emulation to welcome the 12th Army Party Congress and the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.

Promote the work of discovering, fostering, and replicating advanced models, good people, and good deeds; closely combine emulation with rewards.

Party committees, party organizations, agencies and units need to continue to do a good job of building and replicating advanced models, ensuring synchronous implementation in all four stages: Discovery, training, summarizing and replicating advanced models. Focus on building models and models in all fields and aspects of work that are truly outstanding and have the power to spread and convince throughout the army and the whole country. Do a good job of propaganda through organizing conferences, mid-term and final reviews, exchanges, discussions, through the media... so that organizations and individuals can share experiences, learn and follow.

Deeply imbued with the teachings of President Ho Chi Minh: "Emulation is sowing, reward is harvesting", agencies and units must always closely link emulation with reward; promote emulation movements to select and reward many outstanding collectives and individuals, in order to continue to encourage and motivate the emulation movement. The process of evaluating emulation and reward titles must thoroughly grasp and properly implement guidelines and regulations, ensuring democracy, correct objects, achievements, processes and procedures. Focus on the work of discovering, building and rewarding, honoring, and widely propagating collectives and individuals with outstanding achievements in training, combat readiness, prevention, response, and overcoming the consequences of natural disasters, search and rescue; reward for performing international tasks; reward for the work of drafting legal documents, administrative reform and digital transformation; Rewarding collectives and individuals who dare to think, speak, act, take responsibility, innovate, face difficulties and challenges, and act for the common good... Focus on building a healthy competitive environment, not chasing after achievements.

Regularly strengthen and improve the organization; perform well the inspection, interim and final review work.

Agencies and units need to take care of, consolidate, improve, and improve the quality and effectiveness of the activities of the emulation councils (teams) at all levels; improve the quality of advice and guidance from political agencies and ensure the quantity and quality, and do a good job of training and fostering the team of cadres and employees doing emulation work up to the task. Faced with the requirements of building the Army, consolidating national defense, and protecting the Fatherland in the era of development of the Vietnamese nation, the entire army continues to deeply remember the teachings of President Ho Chi Minh: "Competition is patriotism, patriotism requires emulation. And those who emulate are the most patriotic", thoroughly grasp and well implement the viewpoints and policies of the Party and State, directives and resolutions of the Central Military Commission and the Ministry of National Defense on emulation work; actively innovate, create, improve the quality and effectiveness of emulation work and organize the Emulation Movement, create important motivation, encourage and motivate cadres and soldiers to emulate to build a revolutionary, disciplined, elite and modern People's Army. Promote the core role in building a strong and modern national defense, ready to receive and excellently complete all tasks, firmly protect the socialist Fatherland of Vietnam, contribute to building a rich, prosperous, civilized and happy country.
