According to the telegram, storm No. 13 is forecast to make landfall on the mainland of Vietnam on the night of November 6 and early morning of November 7; the directly affected area on the mainland ranges from Da Nang city to Khanh Hoa province.
Due to the storm's impact, from noon on November 6, there has been widespread heavy rain in Military Region 5, with warnings of flash floods, inundation, and landslides in some places.
Implementing the dispatch dated November 4 of the Ministry of National Defense on proactive prevention and response to storm No. 13, the Military Region 5 Command requested agencies and units to continue to thoroughly grasp and implement the directives of the National Civil Defense Steering Committee, the Ministry of National Defense, the General Staff, and the Military Region 5 Command on responding to storm No. 13.
Closely monitor weather developments, strictly maintain 24/7 emergency response, search and rescue, and natural disaster prevention at all levels as prescribed; be ready to effectively handle situations that arise; ensure smooth communication to serve the command and management of natural disaster response and search and rescue.
The Military Commands of provinces and cities in the areas affected by storm No. 13 advise local Party committees, authorities, and Civil Defense Commands to direct agencies to coordinate with units of the armed forces of Military Region 5 to call and guide ships operating at sea to take shelter; inspect and review aquaculture cages, guide and support people in measures to prevent and minimize damage; advise and direct dam management units to strictly implement inter-reservoir operation procedures.
Timely notify and warn about flood discharge and safety incidents of lakes and dams; evacuate and relocate people in dangerous areas to safe places; pre-position forces, vehicles, food and provisions in vulnerable areas expected to be cut off and isolated to be ready for timely rescue to avoid being passive or surprised.
When it is necessary to use the Military Region's forces to strengthen response and overcome consequences, advise the Provincial and City People's Committees to make a written request to the Military Region.
Organize inspection, review, adjustment and supplementation of plans; strengthen inspection of subordinate units; deploy bracing of houses and warehouses; implement measures to ensure safety of warehouses, barracks, technical areas, vehicles, combat works and army activities; inspect technical means, equipment and materials for tasks; fully reserve materials, military medicine, food, provisions and fuel.
When there is a situation, proactively advise and support local authorities to take timely response and handling measures, and effectively implement the "4 on-site" motto.
Maintain 100% of military personnel on duty at all agencies and units of Military Region 5 from 7:30 a.m. on November 6, 2025 until further notice.
