On the morning of July 23, Lieutenant General Thai Dai Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army, signed Official Dispatch No. 4214/CD-TM to: General Department of Politics of the Vietnam People's Army, General Department of Logistics and Engineering, Military Region 4, Air Defense - Air Force, Border Guard, Army Corps 18 on focusing on urgent response to rain and floods in Nghe An province.
Military Region 4 directs the Military Commands of the provinces to proactively advise local Party committees and authorities to inspect and adjust response plans and options; coordinate with departments, branches and sectors to proactively mobilize forces and means to help people evacuate people and property to safe places; ensure supplies and necessities to support people in key areas where flash floods, landslides, and deep flooding occur to support localities and people in responding to rain, floods, and rescue; direct units under their authority to proactively inspect and review response plans and options, ensure the safety of barracks and warehouses; coordinate and cooperate with local authorities to mobilize forces and means to participate in responding to and overcoming the consequences of natural disasters; after rain and floods, help people clean up the environment and quickly stabilize their lives.
The Air Defense - Air Force Service, Corps 18 conducted inspections, reviewed plans, organized forces and vehicles to be ready to conduct search and rescue flights by air when ordered by the Ministry of National Defense . The Border Guard directed the Border Guard Command of Nghe An province to mobilize forces and vehicles to help people overcome the consequences of rain and floods.
The General Department of Logistics and Engineering, according to its functions and tasks, shall strengthen direction, urge and inspect its subordinate units to do a good job of responding to rain and floods, ensuring the safety of warehouses, factories, weapons and equipment, and preparing well for logistics and technical support for response work; proactively coordinate, issue and promptly transport supplies and equipment for rescue and relief, and be ready to mobilize forces and means to help localities respond to the consequences of rain and floods.
